Özet

Osmanlı Devleti klasik dönemde siyasi, ekonomik ve toplumsal alandaki varlığını kendisine özgü kurumları ile sağlamıştır. Ancak 19. yüzyıla gidilen süreçte askeri alanda alınan mağlubiyetler yenilik arayışlarını da beraberinde getirmiştir. Askeri alanda başlatılan yenilikler imparatorluğun her alanına genişletilerek bir Batılılaşma sürecine girilmiştir. Batılılaşma süreci bağlamında Osmanlı Devleti'nin taşra yönetiminde eyalet sisteminden vilayet sistemine geçilmiştir. İlk örneğini Tuna Vilayeti ile gördüğümüz bu sistem 1864 Vilayet Nizamnamesi'nin kabul edilmesi ile gerçekleşmiştir. Valilik görevine Midhat Paşa'nın getirildiği Tuna Vilayeti genelinde incelenen dönem içinde yatırımlar gerçekleştirilmiş, toplumsal, ekonomik ve kurumsal ıslahatlar yapılmıştır. Yenilik hareketinin temelinde Midhat Paşa'nın yönetsel kabiliyetleri etkili olmuş ve Tuna Vilayeti'nde yapılan yenilikler diğer Osmanlı bölgeleri için örnek teşkil etmiştir.Tuna Vilayet Gazetesi ise Tuna Vilayeti'nin resmi gazetesi olmakla birlikte Osmanlı geneli ve dış dünyayı yansıtan haberleri okuyucularına servis etmiştir. Gazete haberleri 19. yüzyılda Osmanlı ekonomisinde dönüşüm bakımından temel anlamda tarım, ticaret ve toplumsal değişimi yansıtmaktadır. Tarımsal alanda özel mülkiyetten tarımda ticarileşmeye; ticari alanda narh sisteminin kaldırılmasından şirketlerin kurulmasına; toplumsal alanda ise demiryollarının yapımından eğitime birçok habere rastlanmıştır. Gazeteden elde edilen bulgularla Osmanlı Devleti'nin Batılılaşma sürecinde yaşadığı dönüşümün incelenmesi amaçlanmıştır.

In the classical period, the Ottoman State established its political, economic and social presence through its own institutions. However, defeats in the military arena in the 19th century brought the quest for innovation. Innovations initiated in the military arena and have been expanded into every area of the empire and the empire entered into a westernization process. In the context of westernization process, the Ottoman State passed from the eyalet system to the vilayet system. This system, the first example of which we have seen with the province of Tuna, was realized with the admission of the 1864 Provincial Regulation. Investments were made during the period examined in the whole of the Tuna province where Midhat Pasha was brought to the office of government, and social, economic and institutional reforms were made. Midhat Pasha's managerial capacities were influential at the basis of the innovation movement, and the innovations in the Tuna province set an example for other Ottoman regions.“Tuna Vilayet Gazetesi”became the official newspaper of the Tuna Province and served the readers of the Ottoman newspapers reflecting the general and external world. The news of the 19th century in the context of transformation in the Ottoman economy reflects mainly agricultural, commercial and social change. Commercialization of agricultural land from private ownership in agriculture; The establishment of companies from the abolishment of the commercial area system; In the social area, trainings on the construction of railways are found in many traces. The findings obtained from the newspaper were used to examine the transformation of the Ottoman State in the westernization process.
