Özet
Büyükşehir belediyelerinin sınırlarını kentin il mülki sınırlarına genişleten 6360 sayılı Kanun belediye hizmetlerinde optimal hizmet sunumunu hedeflemektedir. Bu nedenle de 6360 sayılı Kanunun yürürlüğe girmesiyle büyükşehir belediyelerinin hizmet alanlarında köklü değişimler gerçekleşmiştir. Bu çalışmada yerel halka hizmet sunumu kapsamında Büyükşehir Belediyesi'nin sınırları içerisinde yer alan eski belde belediyelerinde yaşayan halkın; Büyükşehir Belediyesi'nden aldığı hizmetlerden memnuniyet düzeyleri araştırılmakta ve eski belde belediyelerinin Denizli Büyükşehir Belediyesi'ne olan uzaklıklarının; Denizli Büyükşehir Belediyesi'nden alınan hizmetlerin memnuniyet düzeyleri üzerindeki etkisi incelenmektedir. Ayrıca belediye hizmetlerinden memnuniyete etki eden diğer temel faktörler de araştırılmaktadır. Çalışma beş bölümden oluşmaktadır. Çalışmanın birinci bölümünde araştırmanın konusu, amacı ve araştırma yöntemlerine yönelik bilgiler ile araştırmanın sınırlılıkları ortaya konmaktadır. Çalışmanın ikinci bölümünde; Türkiye'de belediyelerin yapılanmasına ve uygulanan kanunlara yer verilerek; tarihsel gelişimleri hakkında açıklamalar yapılmıştır. Bu bölümde ayrıca büyükşehir belediyeleri ile 6360 sayılı Kanun irdelenmiştir. Çalışmanın üçüncü bölümünde; belediyelerde hizmet kavramı ve genel özellikleri, kamu hizmetlerinde belediyelerin önemi, belediyelerde hizmet kalitesi ve belediye hizmetlerinde vatandaş memnuniyeti tartışılmıştır. Çalışmanın dördüncü bölümde Denizli kentsel alanının dönüşümü ve 6360 sayılı Kanunla Denizli ilinin Büyükşehir belediyesi olma süreci açıklanmaktadır. Çalışmanın beşinci bölümünde; Denizli ili genelindeki eski belde belediyelerinde yaşayan halkın; Denizli Büyükşehir Belediyesi'nden aldığı hizmetlerin memnuniyet düzeylerini belirlemek için 380 kişiyle yapılan alan araştırması açıklanmaktadır. Örneklem tabakalı tesadüfî örnekleme yöntemiyle belirlenmiştir. Güven düzeyi %95 ve örneklem hatası 0,05 olarak hesaplanmıştır. Alan araştırmasında elde edilen bulgular; SPSS frekans yöntemiyle değerlendirilmiştir. Çalışma genel bir değerlendirme ve önerilerle tamamlanmaktadır.

The Law No. 6360, which enlarges the metropolitan municipal boundaries to provincial administrative boundaries of city, aims optimal service delivery in the municipal services. For this reason, after the Law No. 6360 had gone in effect, radical changes occurred in the service area of the metropolitan municipalities. In this study, the satisfaction level of the people living in the sub-district municipalities, which are located in the boundaries of metropolitan municipality, are investigated in the scope of service delivery to the local people, and the effect of the distance, which is from sub-district municipalities to Denizli Metropolitan Municipality, on the satisfaction levels of services offered by Denizli Metropolitan Municipality is analyzed. In addition, other major factors, which have an effect on the satisfaction given by municipal services, are also investigated. This thesis study consists of five chapters. In the first chapter of the study; the limitations of research are presented with the subject, aim of the research and the data for research methods. In the second chapter of the study; the statements about historical developments are made by giving place to the structuring of the municipalities in Turkey and the municipality laws in effect. Moreover, in this chapter, Metropolitan Municipalities and the Law No. 6360 are examined. In the third chapter of the study; the concept of service in Municipalities and its general features, the importance of Municipalities in utilities, the service quality in Municipalities and the satisfaction of citizen in municipal services are discussed. In the fourth chapter of the study; the urban area transformation of Denizli, and the being a metropolitan municipality process of Denizli Province with the Law No. 6360 are explained. In the fifth chapter of the study; field research conducted with 380 people, which was done to determine the satisfaction levels of the people living in the sub-district municipalities throughout Denizli Province, is explained. The sample is determined by stratified random sampling method. The confidence level is calculated as 95% and the sampling error is calculated as 0,05. The findings obtained in the field research are evaluated with SPSS frequency method. The study is complemented by a general assessment and suggestions.
