Özet
Bu tezde 1970 sonrası döneme egemen olan neoklasik iktisat ve onun maliye politikası anlayışı ile Post-Keynesyen iktisadın eleştirel argümanları ele alınmıştır. 1970 sonrasında para politikası odaklı Yeni Klasik Ekonomi ve Yeni Ekonomik Uzlaşı ile geri plana itilmiş Keynesyen iktisadı yeniden uyandıran Post-Keynesyen teorinin istihdama ve büyümeye odaklanan politika önerileri incelenmiştir. Tez Post-Keynesyen teorinin ortodoks iktisat ve maliye teorisine getirdiği eleştirilerin uygulamaya dönük politikalar açısından önemini vurgulamaktadır. Bunun izinde, Post-Keynesyen teorinin maliye politikasına getirdiği büyüme ve istihdam odaklı yaklaşımın 2008 krizi sonrası uygulanan kemer sıkma politikalarına güçlü bir alternatif sunduğu tespit edilmektedir.

This thesis makes an inquiry into neoclassic economics and its fiscal policy that dominated the post-1970 period and the critical arguments of Post-Keynesian economics. During this period, monetary policy-centered New Classical Economy and New Economic Consensus as well as the growth and employment policy recommendations of Post-Keynesian theory, which has generated interest in Keynesian economics again, are examined. The thesis emphasizes the importance of Post-Keynesian theoretical criticisms of orthodox economics and fiscal theory in terms of their potential to be applied to the real problems of economy. In light of this, it is found that economic growth and employment-oriented approaches that Post-Keynesian theory brings into to fiscal policy offer strong alternatives to austerity policies implemented in the post-2008 economic crisis period.
