Özet
1995 Anayasası'na göre Kazakistan Hükümet Sistemi olarak adlandırılan bu çalışma, iki bölümden oluşmaktadır. Çalışmanın birinci bölümünde genel olarak, hükümet sistemlerinin tanımı ve özelikleri belirlenmiş ve hükümet sistemlerinin siyasal yaşama etkileri ile ilgili literatürdeki tartışmalar aktarılmıştır. Bununla birlikte SSCB'nin kurulmasından sonraki dönemde ise Sovyet anayasalarının öngördüğü hükümet sistemi, devlet biçimi ve SSCB sonrası hükümet sistemi ve anayasa yapım süreci ele alınmıştır. Son olarak 2017 Anayasa değişiklikleri öncesinde Kazakistan hükümet sisteminin temel organları incelenmiştir. İkinci bölümde ise şu an yürürlükte olan 1995 tarihli Kazakistan, 1993 Rusya Federasyonu, 1958 Fransa Cumhuriyeti'nin anayasalarının öngördüğü üzere; üç devletin yapıları, yasama ve yürütme organlarının yapıları, yetkileri ve birbirleri ile olan ilişkileri incelenmiştir. Kazakistan ve Rusya Federasyonu SSCB sonrasında kendi hükümet sistemini Fransa Cumhuriyeti örneğinde inşa etmişlerdir. Zira Kazakistan Cumhuriyeti'nin Rusya Federasyonu ile tarihe dayanan sosyo-kültürel ve siyasi bağlarının bulunmasından dolayı iki ülke arasındaki hükümet sisteminde oluşan farklılıklar ile benzerlikler incelenmiştir. Daha sonra Kazakistan hükümet biçimi modeli Fransa Cumhuriyeti ile Rusya Federasyonu hükümet modelleri ile karşılaştırılmıştır.

This study, called as the Kazakhstan Government System according to Constitution of 1995, consists of two parts. In the first part of the study, in general, the definition and characteristics of government systems have been determined and literature discussions about the effects of government systems on political life are cited. However, in the period after the establishment of the USSR, the system of government and the form of government prescribed by the Soviet constitutions and the post-USSR government system and process of making constitution have been dealed. Finally, before the 2017 constitutional amendments, the basic organs of the Kazakh government system has been examined. In the second part, as envisaged by the constitution of Kazakhstan in 1995, the Russian Federation in 1993, the Republic of France in 1958, the structures of the three states, the structures of the legislative and executive bodies, the authorities and their relations with each other have been analyzed. The model of Kazakhstan government form has been compared with government models of Republic of France and Russian Federation. Kazakhstan and the Russian Federation built their own government systems based on the model of the Republic of France after the USSR. On the basis that Kazakhstan and the Russian Federation, historically, have socio-cultural and political ties, the study examines the differences and similarities shaped in the government systems of the two countries. Eventually, the government model of Kazakhstan is compared to the government models of Republic of France and the Russian Federation.
