Özet

Yönetim ve mimarlık ilişkisi tartışmalı bir konu olup, tarih boyunca karşılıklı bir etkileşim biçiminde var olmuştur. Başlangıçta mimarlık devletin oluşumunda etkin rol oynamışken sonraları devlet bu etkinliği kendi yönüne çevirmiş ve mimariyi bir meşruiyet, rejimsel gösterge ve simgeleştirme, siyasi manipülasyon aracına dönüştürmüştür. Çalışma kapsamında bu etkileşimin sürekli olarak devam ettiği Ahmet Taner Kışlalı'nın yönetim sistemleri sınıflandırmasından yararlanılarak açıklığa kavuşturulmuştur. Devletin bu etkinliğine rağmen mimaride marjinal anarşist yaklaşım Sitüasyonist Enternasyonal ve Anarchitecture akımları ile katılımcı tasarım ve kapitalizm karşıtı planlama gibi hareketlerde var olabilmiştir. Bu“rağmen”mimarlığı anarşizm ortamında mimarinin var olacağına dair bir görüngü sunarken, bu varlık sorunsalı anarşist teorisyenlerin toplum, sanat ve mimari görüşleri bağlamında değerlendirilmiş ve tezde de olumlanmıştır. Bu söylemler bağlamında özgür ortamdaki mimar bir mekânsal danışmanlık ile toplumsallığın yansıtıcısı rolünü üstlenirken özgür eğitimi dolayısıyla da edimi olan mimarinin niteliğini arttıracaktır. Anarşizm ortamında mimari biçimlenişe kesin fiziksellikler örnek verilemese de, anarşist teorisyenlerin söylemleri ve ütopyaların idealleştirilmesiyle, kapitalist büyüme teorisine karşın küçük ve insan ölçeği, hiyerarşik ilişkileri dayatan kurumlar yerine kurumsuzlaştırma, izole karakterdeki şehir ve mimari mekânlar yerine yüz yüze ilişkiyi teşvik eden mimari karakter, doğaya hâkimiyet yerine ekolojik yaklaşım ve merkeziyetçilik yerine merkezsizleştirme önerileri mimaride“anarşist bir yaklaşım”olarak bu gün dahi uygulamada yer verilebilecek anarşist bir geleceğe dair öngörüler olarak tanımlanmıştır.

Besides the fact that government and architecture relationship is a controversial issue, they also have existed in a reciprocal form of interaction throughout the history. As architecture had initially possessed an effective role in state formation, the state figure later turned it in its own direction as well as with leading to a transformation in the way that it takes on the form of a legitimacy, a reign indicator and symbolizer, and a political manipulation tool. In this scope of study, the interaction between governance and architecture has been brought into light through taking the advantage of Ahmet Taner Kışlalı's systems of government classification having the same type of interaction proceeding continuously. Despite that efficiency of the state figure, marginally anarchist approach to architecture could manage to keep its presence in movements such as participatory design and anti-capitalist planning, and in trends including Situationist International and Anarchitecture. As this ''despite'' type of architectural perspective presents a phenomenon on the assumption of architecture will persist in anarchism milieu, this ''existence'' problematique has been evaluated within the context of anarchist theoreticians' society, art and architectural views, and affirmed in the thesis as well. As the architect in a free environment takes on the role of projector of collectivism with a spatial consultancy, he will also increase the quality of architecture of which act thanks to the free education which he took within the context of these discourses. Although absolute physicalities cannot be shown as an example to architectural configuration in anarchism setting, through anarchist theoreticians' discourses and idealization of utopias, small and human scale regardless of capitalist growth theory, proposals containing deinstitutionalization rather than the institutions imposing hierarchical relations, architectural character which encourages face-to-face interaction rather than city and architectural spaces in an isolated form, ecological approach rather than the control over the nature and decentralization rather than centralization have been defined as visions concerning an anarchist future that could be implemented even today as ''an anarchist approach'' in architecture.
