Özet
Gücü anlamak ve idare etmek ve günümüze ne şekilde ayak uydurduğunu anlamak için gücü etkileyen faktörlerin, uluslararası sisteme uygun titizlikle araştırılması gerekmektedir. Gücü etkileyen faktörlerin ne kadar çok ve etkili olduğu yapılan araştırmalar sonucu net bir şekilde görülmüştür, bununla birlikte bir çok güç türü ortaya çıkmıştır. Güç unsurlarını geniş bir çerçevede ele almak, devletlerin politik amaçlarla kullandığı yöntemleri anlamamıza daha iyi yardımcı olacaktır. Bu araştırmada güç türlerini, unsurlarını ve etkileyen faktörleri ele alıp, bu türlerden yumuşak güç türüne eğilim göstereceğiz. Devlet ilişkilerinde genellikle sert güç kullanımını görmekteyiz. Sert güç, genellikle zorlama veya tehditten oluşmaktadır. İlk çağlardan beri kullanılan bu güç türü, istediğini almak isteyen aktörlerin başvurduğu yolların başında gelmektedir. Zamanla uluslararası sistemdeki güç anlayışının değişmesi ve sert gücün yarattığı sorunlar, aktörleri yeni bir güç arayışına itmiştir. Yumuşak güç, sert gücün sorunlarını ortaya çıkarmadan aktörlerin istediklerini alabilme kabiliyetinin oluşturulduğu güç türüdür. Yumuşak güç kaynağını bulunduğu bölgenin kültürü, siyasi değerleri ve dış politikalarından alır. Yumuşak gücü en yoğun şekilde etkileyen faktörlerden biri medyadır. Bu güç türünün en büyük yardımcısı reklamdır. Yani gücü uygulayan aktör, kendisinin iyi yönlerini lanse etmek isteyecektir. Bunu tanıtım yoluyla sağlamaktadır. Ne kadar etkili ve sistemli olursa, o kadar iyi sonuçlar alabilmesi mümkündür. Aktörlerin istediğini elde edebilmesi adına, yumuşak gücün argümanlarını geliştirmesi ve farklı argümanlara başvurması kaçınılmazdır. Medyanın bir kolu olan sinema, yumuşak gücün geliştirilmesi konusuna büyük katkı sağlamaktadır. Sinema sektörünü geliştiren ve iyi bir şekilde dünyaya sergileyen devletler, yumuşak gücü uygulama konusunda diğer devletlerden bir adım öndedirler. Yumuşak güç ve sinema arasındaki ilişki, birbirlerini besleyerek büyüyen bir yapıya sahiptir. Bu çalışmada bu ikilinin devletler üzerindeki etkilerini araştıracağız. Günümüz dünyasında sinemanın politikaya etkilerini açıkça görmekteyiz. Bu çerçevede yumuşak gücü ve sinemayı politika üzerinden incelemek, devletlerin birbirleri üzerindeki etkilerine farklı bir bakış açısından yorumlamaya yardımcı olacaktır.

Factors that affect the power to understand and manage power and how to keep up to date need to be carefully researched in accordance with the international system. The effects of the factors affecting the power and how effective it was seen as a result of the research, however, many types of power has emerged. Considering the elements of power in a broad framework will help us better understand the methods used by states for political purposes. In this study, we will examine the types of power, the elements and the factors that affect them, and we will show a tendency towards the type of soft power. We often see harsh power use in state relations. Hard power usually consists of coercion or threat. This type of power, which has been used since the early ages, is one of the ways that the actors who want to get what they want. In time, the change in the understanding of power in the international system and the problems created by the hard power have pushed the actors to seek a new power. Soft power is the kind of power in which the ability of actors to get what they want without revealing the problems of hard power. It receives its soft power from the culture, political values and foreign policies of the region. One of the most influential factors in soft power is the media. This is the biggest helper of power type advertising. In other words, the actor who applies the power will want to tout good aspects of himself. This is provided through publicity. The more effective and systematic the better the results are. In order for the actors to get what they want, it is inevitable that the soft power develops the arguments and applies different arguments. Cinema, which is a branch of the media, contributes greatly to the development of soft power. The states that develop the cinema industry and show them to the world in a good way are one step ahead of other states in implementing soft power. The relationship between soft power and cinema has a growing structure by feeding each other. In this study, we will investigate the effects of this pair on states. In today's world, we clearly see the effects of cinema on politics. In this context, analyzing soft power and cinema through policy will help interpret the effects of states on each other from a different perspective.
