Özet
Ticaretin, bilgi teknolojileri sistemleri aracılığıyla çok geniş ağlar üzerinden yapılır hale gelmesi ekonomileri yepyeni bir boyuta ulaştırmıştır. Bu yeni ticaret anlayışı beraberinde birçok avantajlar ve dezavantajları da getirmiştir. 21. yy. bilgi teknolojilerinde kat edilen mesafe hızla büyümekte olan elektronik ticaret (E-Ticaret) dünyasını uluslararası bir boyuta ulaştırırken, bu süreçte dünyanın her yerinde yeni atılımlar gerçekleşmektedir. Bu sistemde KOBİ'lerde her geçen gün daha fazla değer kazanırken; yeniden yapılanıp global düzene ayak uydurmak zorundadır. Aksi takdirde yok olup gitmeye mahkûmdurlar. Bu çalışma; Türkiye Doğu Anadolu Bölgesindeki KOBİ'lerinin genel niteliklerini, bilgi teknolojilerine bakış açılarını ve teknolojiyi uygulamaları ile birlikte kullanımlarına yönelik bir araştırma içermektedir. Bu Çalışma; KOBİ'lerin genel durumlarının, düzeylerinin ve beklentilerinin belirlenmesi amacıyla yapılmıştır. Bu kapsamda Doğu Anadolu Bölgesinde bulunan beş ilde 250 işletme yetkilisi ile yüz yüze görüşülmüştür. Bu işletme yetkililerinden, 240 tanesinin anket aracılığı ile fikirleri alınmıştır. Elde edilen veriler bölgenin E-Ticarete oldukça uygun olduğunu ancak yeterli destek ve eğitimin olmadığını, ayrıca işletmelerin desteklenmesi durumunda hem bölgeye hem de ulusal anlamda ülke ekonomisine ciddi ekonomik katkı sağlayabilecek kapasiteye sahip olduğunu göstermektedir. The fact that trade has been made through very wide networks through information technologies systems has brought economies to a whole new dimension. This new concept of trade has brought with it many advantages and disadvantages. While the distance traveled in the 21st century information technologies has accelerated to an international dimension in the electronic commerce (E-commerce) world, new breakthroughs are taking place all over the world in this process. In this system, SMEs have to be restructured and adapted to the global order while gaining more and more value. Otherwise, they are destined to disappear. This study includes a survey for use with the general nature of the information technology and technology perspectives and practices of SMEs in Turkey Eastern Anatolia. Within this framework, the general situation, level and expectations of SMEs are determined. In this context, 250 companies were interviewed in five provinces in the Eastern Anatolia Region. The opinions of 240 of these operating authorities were taken through questionnaires. The data show that the region is quite suitable for E-commerce, but it does not have sufficient support and education, and it has the capacity to provide a significant economic contribution to both the region and the country's economy if the enterprises are supported.
