Özet

Çalışmamızın amacı, Türkiye demokrasi tarihinde önemli bir yere sahip olan ve klasik darbe geleneğinden farklı olarak medya aracılığıyla sivil siyasetin baskı altına alındığı 28 Şubat süreci ve medyanın bu süreçteki antidemokratik rolünü analiz etmektir. Ülkemizde içinde medyanın geçmediği çok az tartışma ve gelişme vardır. Kendine has bir yapıya sahip olmakla birlikte, Türkiye'de medya farklı konumlanmıştır. Medya, salt habercilik görevini bir yana bırakarak siyasal iktidarı kurabilen, değiştirebilen ve yönlendirebilen bir güç olmuştur. İşte bu durumun en somut örneği 28 Şubat post-modern darbe sürecinde yaşanmıştır. Çalışmamızın varsayımı, 28 Şubat sürecinde ordunun silah gücü ve mevzuat desteğiyle yetinmeyip, medya üzerinden kamuoyu yaratması ve kamuoyunu yönlendirmesi sonucunda seçimle gelmiş iktidara müdahalesini meşrulaştırmasıdır. Çalışmamızda 28 Şubat Milli Güvenlik Kurulu (MGK) Toplantısı öncesi ve sonrası gündeme damga vuran olaylar kronolojik bir sıralama içinde irdelenmiştir. Sonrasında medyanın durumu, Türkiye'de medyanın gelişimi, ordu ve siyasetle olan ilişkisi analiz edilmiştir. Ardından 28 Şubat sürecinde yaygın medyada yer alan habercilik örneklerine, gazete manşetlerine ve köşe yazılarına nesnel biçimde yer verilmiştir. Habercilik örneklerine baktığımızda postmodern darbenin medya üzerinden yapılan bir operasyonla gerçekleştirildiği görülmüştür. Medyanın asker yanlısı bir tutum sergilediği ve darbeyi destekleyen bir tutum içinde olduğu ortaya çıkmıştır.

The purpose of our study is to analyze the February 28 Process which has an important place in the democratic history of Turkey and in which being different from the classical coup tradition, the civil politics were suppressed by means of the media; and the media's antidemocratic role in this process. In our country there are few arguments and developments in which the media isn't mentioned. Along with having a specific structure, the media in Turkey has been differently positioned. By putting its duty of mere journalism aside, the media has become a power which can found, change, and direct the political government. Here the most concrete example was experienced during the February 28 postmodern coup. The assumption of our study is that in the February 28 process, the military didn't make do with the armament and the legislation support and formed public opinion through the media, and as a result of its directing public opinion it legitimated its interference in the government which had come with the election. In our study, before and after the February 28 National Security Council Meeting, the events which marked the agenda are scrutinized in the chronological order. After then, the situation of the media, the development of the media in Turkey, its relation with the military and the politics are analyzed. Subsequently, in the February 28 process, the examples of journalism taking part in the common media, the newspaper headlines and the opinion columns are objectively included. When we look at the examples of journalism, it is seen that the postmodern coup was performed with an operation done through the media. It has appeared that the media had an attitude biased towards the military and was in a supportive attitude towards the coup.
