Özet
araştıran ilgili konularla kapsamlı bir gelişme elde edememiştir. Bu bağlamda hem seçimlerle ilgili genel teorik fikirleri incelemek hem de Sovyet sonrası bağımsızlıklarını elde eden çoğunluk ülkelerde olduğu gibi bir dönüşüm sürecinin yaşandığı Kırgızistan'da partilerin ve onların davranışlarının özelliklerini tanımlamak çok önemlidir. Bu tez çalışmasında Kırgızistan'ın bağımsızlık kazandığı 1991 yılından günümüze kadar ülkenin demokratik siyasi sistem kurumu ve modern devletlerdeki iktidar oluşumunun ana mekanizması olan Kırgız Cumhuriyeti'ndeki seçimler ve siyasi partilerin oluşum ve gelişim sürecinin incelenmesi amaçlanmıştır. Siyasi partilerin Kırgızistan'ın politik yaşamındaki etkilerine odaklanılmıştır. Çalışma Giriş, Kırgızistan'da Siyasi Partilerin Hukuki Statüsü, Kırgızistan'da Seçim Sürecinin Özellikleri ve Bu Sürece Partilerin Katılımı, Kırgız Cumhuriyeti'nde Parti Sisteminin Geliştirilmesinin Temel Özellikleri ve Sonuç olmak üzere beş bölümden oluşmaktadır. Çalışma süresince hem yabancı hem de ülkenin tanınmış yazarlarının eserlerinden faydalanılmıştır. Rusya'nın önde gelen siyasi partilerinin programlarından yararlanılmıştır. Ülkedeki birçok partinin hayali parti oldukları, diğer bir ifadeyle iktidar müdahalesiyle yapay olarak kuruldukları, partilerin önemli bir bölümünün siyasi hiyerarşide bir yer alabilmek için sadece kâğıt üzerinde oluşturulduklarının tespiti bu çalışmanın önemli bulgularıdır. Bu bağlamda yakın gelecekte siyasi partilerin faaliyetlerinde köklü değişiklikler beklenmeli midir? Ülkenin bağımsızlığını kazanmasından 20 yıl geçse de gerçek demokratik bir siyasi sistemin kurulması için daha ne kadar süreye ihtiyaç vardır sorusuna cevap aranarak, tespit edilen siyasi sistem ile ilgili sorunlara yönelik öneriler sunulmuştur.

Related topics researching the place and role of elections in modern political science and the political system of contemporary Kyrgyzstan have not been able to achieve a comprehensive development. In this context, it is very important to identify the general theoretical ideas about the elections as well as to define the characteristics of the parties and their behavior in Kyrgyzstan, where a transformation process is taking place, as in the majority countries that achieved post-Soviet independence. In this thesis, it is aimed to examine the formation and development process of political parties and the political parties in the Republic of Turkey which is the main mechanism of the formation of power in the modern states and the establishment of the political system of the country in Kyrgyzstan since its independence in 1991. It has focused on the influence of political parties on the political life of Kyrgyzstan. The study consists of 5 chapters, the introduction, the legal status of political parties in Kyrgyzstan, the characteristics of the electoral process in Kyrgyzstan and the participation of the parties in this process, the main characteristics of the development of the Party system in the Kyrgyz Republic and the conclusion part. During the study process, works of both foreign and well-known authors of the country have been utilized. The programs of the leading political parties of Germany, Austria and Russia were utilized. The most important findings of this study are the determination of the fact that many of the parties in the country are fictitious parties, in other words they are artificially established by the intervention of power and that a significant part of the parties form a paper only in order to take place in the political hierarchy. In this context, should there be some radical changes in the activities of political parties in the near future? 20 years after the independence of the country, the answers to the question of how much time is needed to establish a real democratic political system were searched and suggestions for the problems related to the political system were presented.
