Özet
5449 sayılı ve 25.01.2006 tarihli Kalkınma Ajanslarının Kuruluşu, Koordinasyonu ve Görevleri Hakkında Kanun'un amacı olan; Kamu kesimi, özel kesim ve sivil toplum kuruluşları arasındaki işbirliğini geliştirmek, kaynakların yerinde ve etkin kullanımını sağlamak ve yerel potansiyeli harekete geçirmek suretiyle, ulusal kalkınma plânı ve programlarda öngörülen ilke ve politikalarla uyumlu olarak bölgesel gelişmeyi hızlandırmak, sürdürülebilirliğini sağlamak, bölgeler arası ve bölge içi gelişmişlik farklarını azaltmak üzere Bölgesel Kalkınma Ajansları kurulmaya başlanmıştır. Bu çalışmada TR52 Konya-Karaman Bölgesinin bölgesel gelişmesini hızlandırmak ve sürdürülebilirliğini sağlamak için kurulan Mevlana Kalkınma Ajansı'nın 2009-2018 yılları arasında bölgeye katkılarının ortaya çıkarılması amaçlanmıştır. Çalışma kapsamında yapılan görüşmeler sonucunda kamu kurum kuruluşlarına ve özel şirketlere verilen destekler sonrasında TR 52 Bölgesinde; dış ticaret hacminde, istihdamın artmasında, ar-ge ve inovasyon ürün sayısının artmasında, eğitim alan kişi sayısında, olumlu gelişmeler yaşanmıştır. MEVKA'nın 2009-2018 yılları arasında analiz, araştırma, geçici danışmanlık sağlama, eğitim/kapasite geliştirme, envanter, fizibilite, tanıtım ve yatırım konularında 883 proje için toplamda 111.144.638 TL bütçe aktararak bölgede 202.886.697 TL kaynak oluşturulduğu görülmektedir.

The primary purpose of the legislation on the Establishment, Coordination and Function of development agencies (no. 5449, enacted on 25.01.2006) is; to improve the cooperation between the public sector, private sector and non-governmental organizations, to ensure the efficient and proper use of resources, to actuate the local potential in order to accelerate the regional development in line with the principles and policies of national development plans, to ensure sustainability and to reduce the gaps in development both inter-regional and intra-regional byestablishingregionaldevelopmentagencies. The purpose of this study is to point and demonstrate Mevlana Development Agency's contributions to the region between the years of 2009-2018, which was established in order to accelerate and sustain the development of the TR52 Konya-Karaman Region. As a result of the interviews within the scope of the study, the support given to public institutions and private companies conducted, in TR 52 Region; positive developments have been experienced in foreign trade volume, increasing employment, increasing the number of R & D and innovation products, and the number of people receiving training. MEVKA's analysis between 2009-2018, MEVKA has allocated 111.144.638 TL budget [i1] for 883 projects in the areas of analysis, research, providing temporary consultancy, training / capacity building, inventory, feasibility, promotion and investment between 2009-2018 and created 202.886.697 TL resources in the region.
