Özet
'Konut' meselesi özellikle 20. yüzyıldan bu yana, gerek küresel gerekse de yerel ölçekte tartışılan bir olgudur. Zira bu yüzyıl ile birlikte 'barınma' ve 'konut' kavramları tarihsel süreç içerisinde alışılmış formların dışına çıkarak, 'konut'un anlamı ve üretim biçimi değişime uğramıştır. Özellikle nüfus artışına bağlı olarak gelişen toplumsal, ekonomik, siyasal dinamiklerle birlikte tekil olarak üretilen konutlar, yerlerini kitlesel üretime bırakmış ve dönüşümün izleri fiziksel çevrede ve toplumsal yaşamda yansımalarını bulmuştur. Dönüşümün gerçekleşmesindeki önemli mesleklerden birisi de mimarlıktır. 20. yüzyıl ile birlikte mimarlık alanının; organizasyon, tasarlama, üretim ve sunum biçimlerinin toplumsal değişim ve dönüşümlerden etkilendiğinden söz edilebilir. Bu çalışmada da, gelişen dönüşüm süreçlerine odaklanarak toplu konut tasarımı için çağdaş koşulları karşılayan, yeni, katılımcı bir öneri amaçlanmaktadır. Kentlerin çok yönlü etkenlere bağlı olarak yaşadıkları değişimde, yapılaşma süreçlerinin bilimsel araştırmaların ışığında sağlıklı yönlendirilmesi mimarlık açısından bir sorumluluk olarak görülmektedir. Bu çalışmada araştırma odak noktası olarak seçilen kent, yoğun dönüşümün yaşandığı Van kentidir. Van kent tarihinde bazı kırılma noktaları üzerinden bir okuma yapılacak olursa; son yüzyıllık süreçte kentin değişiminde radikal strüktürel bir değişimin olmadığı, değişimin genellikle gündelik pratikler üzerinden gelişen bir olgu olduğu söylenebilir. Ancak, 2011 depremleri sonrasında özellikle TOKİ'nin müdahalesi ile Van kentinde hem yapısal hem de toplumsal bir değişim sürecinin yaşandığı izlenmektedir. Bu süreçte kent yeniden planlanmış, yeni yerleşim birimleri oluşturulmuş ve binlerce yeni konut üretilerek kent sakinleri bu yeni konut alanlarına yerleştirilmişlerdir. Tezin amacı, günümüz 'toplu konut' yerleşimlerini TOKİ'nin Van kentinde inşa ettiği binlerce konut birimi üzerinden irdeleyerek kitlesel konut üretiminde tasarım süreci ve kullanıcının rolü ve ilişkisi üzerine araştırmalara dayalı bir öneri yapmaktır. 'Kullanıcı', 'katılım', 'mimari tasarım' vb. kavramların günümüz dünyasında ve mimarlık alanında güncel tartışma konuları olduğundan yola çıkılarak bu kavramların bilimsel yöntemlerle yeniden irdelenmesi yönünde, üretilen TOKİ konutlarının verimli bir araştırma alanı olabileceği düşünülmektedir. Tez çalışmasında mimarlık pratiğinin, tasarımdan, uygulamaya kadar tüm süreçlerinde katılımcı yöntemler için geliştirilecek yeni yaklaşımların, uygulamaların önemi vurgulanmaktadır. Ayrıca toplu konut üretiminin fiziksel, ekonomik, sosyal-politik ve kültürel boyutları tartışılırken, diğer taraftan da Van kenti TOKİ konutları pilot alanında, toplu konut üretiminde kullanıcı katılımlı ve çok paydaşlı bir model önerisi geliştirilmektedir. Önerilen modelin temeli, dünyada ve Türkiye'de 19. yüzyıldan başlayan ve günümüzde halen devam eden toplu konut üretim süreçlerinin analizi ile TOKİ'nin Van kentinde inşa ettiği toplu konutlarda gerçekleştirilen alan çalışmasının değerlendirilmesine dayanmaktadır. Kullanıcının katılımını öne çıkaran bir süreç organizasyonu olarak sunulan modelin, gerek dar gelirliler için toplu konut üretiminde, gerekse bu alanda yapılacak diğer çalışmalarda yol gösterici olması ve katkı sağlaması amaçlanmaktadır.

The topic of“housing”is an issue that has been discussed both globally and locally since the beginning of the 20th century. Likewise, the concept of“sheltering”and“house”has gone beyond the usual forms within the course of history and the meaning and the production type of“house”has changed. With the increased population and developments in the social, economic and political dynamics, the houses produced singularly have been replaced by mass production houses and the traces of the transformation are easy to follow in the physical environment and social life. One of the important professions leading this transformation is architecture. It can be said that with 20th century, the organisation, design, production and presentation of the field of architecture has been influenced by social change and transformation. In this study a new, participatory proposal supplying modern condition for mass housing design is aimed by focusing on developing transformation courses. It is seen as a responsibity for architecture to healthfully direct the construction processes in the light of scientific researches during the changes that the cities have undergone depending on multifaceted factors. In this study, the city chosen as the research focus is the city of Van where intensive transformation has taken place. As for the breaking points occurring in the history of Van, it can be said that there is not a radical structural change during the last hundred years but the change is a phenomenon generally changing over daily life practices. However, after the 2011 earthquakes, especially with the intervention of TOKİ, it is observed that both structural and social change processes took place in the city of Van. During this process, the city was re-planned, new settlements were created and thousands of new houses were produced and residents were placed in these new residential areas. Aim of the thesis is to make a proposal based on researches on design process of mass house production, and the role and the relation of the user by examining today's“mass housing”places such as the thousands of houses built in Van by TOKİ. In the basis of the fact that the concepts like“user”,“participation”,“architectural design”etc. are actual discussion topics in today's world and in the field of architecture; in the direction of re-evaluation of these topics with scientific methods, it has been conceived that the produced TOKİ houses can be a fruitful research field. From design to application, the importance of new approaches and applications to be developed for participatory methods in architecture practice is emphasised in this study. Moreover, while physical, economic, socio-political and cultural dimensions of house production are discussed on one hand, a proposal of user participating model with multi partners has been developed in the pilot field of Van TOKİ houses on the other. The base of the model proposed is based on the analysis of house production processes starting from the 19th century and continuing today, and the assessment of the field work done on mass houses that TOKİ built in Van. The model, which is presented as a process organization that emphasizes the participation of the user, is intended to guide and contribute both to mass housing production for the low-income and other studies in this field.
