Özet
Çalışmamızda sağlık ve sağlık hakkı, sağlık hizmetleri ve tarihçeleri kavramları ile söz konusu bu kavramlarla birlikte Uluslararası insan hakları içerisinde yer alan Sağlık Hakkı kapsamı içerisinde özel hastanelerin yeri ve bu hastanelere sağlık hakkı kapsamında erişim konusu incelenmiştir. Çalışmamız iki bölümden oluşmaktadır. Çalışmamıza temel oluşturması bakımından birinci bölümde sağlık, sağlık hakkı, uluslararası alanda ve ulusal anlamda bu kavramların tarihçeleri ayrı ayrı genel kaynaklar çerçevesinde incelenmiş daha sonra belirtilen kavramların sağlık hakkı çerçevesindeki bağlantılarına değinilmiştir. İkinci bölümde ise Özel hastanelerin sağlık hakkı çerçevesinde ve yasal mevzuatlar kapsamında kuruluşları, özel hastanelerin ruhsat başvuruları ile hukuki açıdan yeri ve hukuki nitelikleri incelenerek sağlık hakkı kapsamında özel hastanelere erişimin nasıl olduğu konusuna değinilmiş, bununla birlikte kamu hastaneleri ve özel hastanelere erişim farkları incelenmiştir.

In our theses, the concepts of health, right to health, health services and histories, as well as the place of private hospitals within the scope of the Right to Health within the scope of International human rights and access to these private hospitals within the scope of the right to health are examined. In this context, the thesis consists of two chapters. In the first chapter, of this theses, the health, the right to health, the history of these concepts in international and national terms are examined separately within the framework of general sources and then the connections of the mentioned concepts within the framework of the right to health are mentioned. In the second chapter, the institutions of private hospitals within the framework of the right to health and within the scope of the legal regulations, the applications of licenses of the private hospitals, their legal place and legal characteristics were examined and the issue of how to access to private hospitals within the scope of the right to health was discussed and the differences in access to public hospitals and private hospitals were examined.
