Özet
ÖZET 1970'li yıllardan sonra teknolojik ve iktisadi değişiklikler“Fordist üretim yapısı yerine”esnek üretim şeklinin uygulanmasını gerekli kılmıştır. Küreselleşen Dünya'da Uluslararası rekabetin, büyümesinin, ihracat ve istihdam artışının temini ve teknolojik gelişmeler konjonktürel dalgalanmalara uyum sağlayabilmek için, işgücü piyasasındaki katılıkların azaltılması ve esnekliğin artırılmasını gerektirmiştir. Esneklik, işletmelerin hızla globalleşen Dünya'da değişen ekonomik ve sosyal şartlara hergün gelişen teknolojiye ve Uluslararası acımasız rekabet koşullarına ayak uydurabilmesi olarak tanımlanır. Çalışmamızda, özellikle Batı Avrupa ülkelerinde gelişen esnek çalışma türleri ve modelleri tanıtılmış, olumlu ve olumsuz yanları anlatılmıştır. Esnek çalışmanın KİT'lere uygulanması halinde, etkileri incelenmiştir. Uygulama yeri olarak Türkiye Vagon Sanayi A.Ş. Genel Müdürlüğü (TÜVASAŞ) seçilmiştir. TÜVASAŞ'ın üretim durumu, gelirleri ve giderleri incelenmiştir. Ayrıca, esnek çalışma sisteminin uygulanması durumundaki, üretim, gelir ve gider durumu ile karşılaştırma yapılmıştır. Esnek çalışma uygulamasında üretimin fazlalaşacağı, buna paralel olarak, karlılığının artacağı tesbit edilmiştir. Ayrıca, müteahhitlere ihale edilen vagon tamirlerinin üretim ve maliyetleri incelenmiştir. xiv

SUMMARY After 1970' s, the technological and economic changements needed to apply“the elastic production”instead of“the fordist production”structure.In the globular world, it had been needed to diminish the solidity (hardness) and to increase the elesticity conjunctural waves in respect to growing up the international competition, the export and employment and the technological development. Elasticity is described such as that the administration are able to conform to the international pitiless competition conditions and the technology progressed and able to keep in step with the economic and social conditions changed very speedly in the glabular world. In our studies, there had been acquainted with the elasticity working types and models formed in west europe countries and had been told their positive and negative directions. In the event of the elastic working was applied to the public states (KIT), the effects of it had been told to us. TÜVASAŞ had been selected as a applying area. The income, expenditures and the production position of TÜVASAŞ had been examined and studied. In the event of applying of elasticity working model, it hat been compared with the income and expenditures, production and the profitability would be increased. In the event of elastic working was applied, it had been confirmed that the production and the profitability would be increased. In addition; the repairment, the productions and the costs of the coaches refered to the contractor had been studied and examined. xv
