Local authorities exist to render efficiently some public services and to solve the local problems on the spot directly by the local people or by the representatives elected by them. In the late fifty years, the population of municipal places in Turkey expanded due to the internal migration, and this made the demands to the municipal services increased in the same manner both from the views of quantitiy and quality. But, Turkish municipalities have been held under the strict control of central government both in the directions of administration and finance. The years after 1980 can be regarded as a new period for Turkish Local Authorities. In the said time, especially municipalities have had better conditions financially and administratively. But, many of them couldn't use rationally those means. Although some of the revenues have been channelized to necessary areas, considerable amounts have been spent on unnecessary activities. In this period, many economic enterprises were founded by municipalities due to various reasons. Most of the municipalities can not operate efficiently their economic enterprises. These economic units founded with great expectations started to cause serious fiscal and administrative problems. Municipalities desiring to solve said problems began to privatize related units. But, because most of the privatizational practices couldn't be realized succesfully due to some local and national reasons, various problems are faced both during and after the practices. This research entitled“The Privatization of Local Services and The Privatizational Practices of The Municipality of Bağcılar”reached some points as follows: The point that the basic duty of a local authority is to secure the supply of the related services is inneglectable. Therefore, the main responsibility of a local government is to secure the supply of the local services at a reasonable level and to take necessary measures. A local authority is in a position of being a director who controls and observes. Hence, it can realize some services performed by the private sector or by the volunteer organizations in the suitable conditions. The basic point that must be taken in to consideration is that, privatization is not a magic formula, and that it has advantages and disadvantages. In other words, it is not reasonable to suppose the public sector insufficient in every condition and the private sector as efficient. Local authorities should determine the contents of their privatizational programmes from the view of both quality and measure. As pointed above, the first factor determining the content is the degree of importance of related local services. Those services depending on public authority mustn't be privatized in any situation. On the contrary, the other services can be transferred to the private sector or volunteer organizations in accordance with their characteristics. The strategical characteristics of the services should also be taken into consideration. Privatization has not only economic and fiscal results but also social results too. In order to achieve a succesful privatization, these social results must be positive. If some of them will be negative, they must be tried to decrease to minimum level. If this is impossible, the expenses due to privatization must be shared justly among all parts of the society. During privatization, the public utility principle should be given importance. None of the privatizational methods have the same standards for any municipality and even for any services. Turkish Administrative System should be reformed according to contemporary administrative principles. Because, the privatizational practices will not be succeded unless the problems in the present system are removed.
