Özet (Çeviri)
ABSTRACT There is a general tendency in the world economy towards regional integration. Now a trend, such major transformation has yielded interdependence to a higher extent among constituent nations, obviating economic sovereignty. Conscious economists get a fret, having concluded that bilateral negotiation means discrimination against third parties. They refer to the trend as regionalism, as distinct from economically-justified regionalization, and hold that it is bound to lead to the disintegration of the world economy into protectionist blocs. Three major blocs seem to emerge: one in Europe, one in North America and one in the Asia-Pacific region. Reciprocal intransigence at the multilateral talks confirms that regional economic integration has much to do with political intrigue and not with economic rationale as such. In fact, the international system which was fortified by economic institutions after World War II was stillborn due to the arbitrary procedures of western gluttony. East Asia has come today to support the institutions founded in the western world not because they believe the system is fair, but because the alternative is economic collision and perhaps eventually armed conflict. The only vehement response to the dirigistic regionalism trend arose in East Asia under the submissive umbrella of APEC. Yet, as years elapsed, that too was depraved thanks to the efforts of the killjoy to foil. Today, with intra- and inter-regional trade figures on the rise to the detriment of the little fish, the world is headed for some brutal competition with so much to be forsaken, including the prolonged convergence of the severed peoples of the world. And“The Universal Society of Nations”is not even a buzzword any more. It is mere Utopia. Ul
