Özet
Rawls, adil bir toplumsal düzene ulaşabilmek için eşit temel özgürlükler ve onları garanti altına alacak ekonomik ve sosyal düzenlemelerin olması gerektiğini belirtir. Rawls'un adil bir toplumsal düzen için ekonomik ve sosyal hayata müdahaleyi meşru gören görüşleri, siyaset felsefesinde olduğu kadar sosyal politika alanında da dikkat çekmiştir. Çünkü o bir taraftan eşit temel özgürlükleri önceleyen liberal ideolojisini sürdürmeye çalışırken bir taraftan da liberallerin aksine özgürlüklerin, devlet müdahalesinden korunarak değil devletin müdahalesi ile gerçekleşebileceğini, bu yüzden de temel özgürlüklerin belirli ekonomik ve sosyal düzenlemelerle desteklenmesi gerektiğini ifade etmiştir. Bu açıdan Rawls günümüz hâkim ideolojisi liberalizmin ve liberal demokrasinin sorunlarına eğilmiş ve bu sorunların çözümü için sosyal politikaların gerekliliğine dikkat çekmiştir. Bu çalışmada amaç, çağdaş siyaset felsefecisi John Rawls'un, sosyal adalet alanındaki en önemli teorilerden biri olan Adalet Teorisi'ni sosyal politikalar açısından değerlendirmektir. Bu anlamda teori; sosyal politika konuları, sosyal politika ile diğer ortak alanları ve günümüzün sosyal politika tartışmaları çerçevesinde ele alınmıştır. Rawls, adil bir toplumsal düzen için ekonomik ve sosyal faydaların adil bölüşümünü gerekli görmektedir. Çünkü aşırı sosyo-ekonomik eşitsizlikler temel özgürlüklerin herkes için kullanımını riske atmakta, bu durum adil toplumsal yapıyı ve demokratik işleyişi olumsuz etkilemektedir. Diğer taraftan Rawls, ekonomik ve sosyal alana ilişkin düzenlemelerle ilgili bazı sınırlar koymaktadır. Bu sınırlar Rawls'un sosyal politika anlayışının kapsam ve içerik olarak dar kalmasına sebep olmanın yanı sıra siyasi ve sivil özgürlükleri garantileyen özgürlüğün değerinin ve dolayısıyla adil toplumsal yapıyı oluşturan alt yapının güvencesiz kalmasına neden olmaktadır. Değerlendirme, Rawls'un A Theory of Justice ve Political Liberalism eserleri başta olmak üzere literatür taraması ve yorumlanması şeklinde yapılmıştır.

Rawls states that in order to achieve a fair social order, there must be equal fundamental freedoms and economic and social arrangements to guarantee them. Rawls's views, which deemed interference with economic and social life legitimate for a fair social order, have drawn attention in the field of social policy as well as in political philosophy. Because while he was trying to maintain his liberal ideology that preceded equal fundamental freedoms, he stated that on the other hand, unlike liberals, freedoms can be realized not by protection from state intervention but by the intervention of the state, and therefore basic freedoms should be supported by certain economic and social arrangements. In this respect, Rawls dealt with the problems of contemporary ideology of liberalism and liberal democracy and pointed out the necessity of social policies for the solution of these problems. The aim of this study is to evaluate contemporary political philosopher John Rawls¬' Justice Theory, one of the most important theories in the field of social justice, in terms of social policies. In this sense, theory was reviewed within the frame of social policy issues, social policy and other common areas and current social policy discussions. Rawls deems fair distribution of economic and social benefits necessary for a fair social order. Because extreme socio-economic inequalities jeopardize the equal use of fundamental freedoms for all, which adversely affects fair social structure and democratic functioning. Rawls, on the other hand, sets some limits on economic and social regulations. These limits not only caused Rawls' understanding of social policy to remain narrow in scope and content, but also the precariousness of the value of freedom that guarantees political and civil liberties and thus the infrastructure that constitutes a fair social structure. The evaluation was conducted in the form of literature review and interpretation, particularly Rawls' A Theory of Justice and Political Liberalism.
