Özet
Osmanlı Devleti'nin askeri gücünü temsil eden Yeniçeri Ocağı'nın, kuruluş amacı dışında hedeflere yönelmesi ve devletin bekasını tehdit eder hale gelmesi üzerine, çok önceleri kaldırılması düşünülse de ancak II. Mahmut zamanında lağvedilebilmiştir. Yeniçeri Ocağı'nın yerine kurulması düşünülen, daha sonra adı“ASÂKİR-i MANSÛRE-i MUHAMMEDİYYE”olarak tespit edilen yeni ordunun kuruluşu için iki şey gerekiyordu. Biri ordunun temelini teşkil edecek insan kaynağının tespiti, diğeri ise bu orduyu ayakta tutacak maddi kaynağın oluşturulması idi. Yeniçeri Ocağı'nı lağvederek güçlenen II. Mahmut, maddi kaynağı oluşturmak için çeşitli ıslahatlar yaptı. İnsan kaynağını oluşturmak için ise çalışmamıza konu olan nüfus sayımını yaptırdı. Dönemin şartları içerisinde Müslüman erkek ahali için oldukça detaylı bir şekilde tutulan kayıtlar bir çok açıdan günümüzle kıyas yapma imkanı vermektedir. Ancak defterdeki kayıtlar askeri amaçlı olduğu için kadınlar yazılmamıştır. Bu eksiklik sebebiyle elde edilen verilerin oransal dağılımı değişmeyeceği için yapılacak kıyaslamalarda sıkıntı oluşturmayacaktır. Başbakanlık Osmanlı Arşivinde NFS.d kodu ile 2767 numarada kayıtlı Çıldır Eyaleti Livane Sancağı Berta ve Sinkot Nahiyeleri Nüfus Defteri'ni incelediğimizde sayımı yapılan erkek nüfusun isimleri, fiziksel özellikleri, özür durumları, çeşitli nedenlerden dolayı gerçekleşen nüfus hareketleri, yürüttükleri idari ve sosyal kamu hizmetlerine yönelik çıkarımlar yapılabilmektedir.

Because of the Janissary Quarry, which represents the military power of the Ottoman Empire, turned to different purposes outside its purpose of establishment and became a threat to the survival of the state, it was thought to be removed and made an attempted on in the days of old, however; it was abolished during the reign of Mahmut II. Two things were needed for the establishment of the new army, which was supposed to be established in the place of Janissary Hearth, which was later called "ASÂKİR-i MANSÛRE-i MUHAMMEDİYYE. One was the determination of the human resources that would form the basis of the army, and the other was the creation of the financial resources to keep this army alive. Mahmut II became stronger by abolishing the Janissary Quarry, made various reforms to create financial resources. In order to create the human resources, he had the census done which was the subject of this study. The records, which were kept in detail for the Muslim male population under the conditions of the period, provide us the opportunity to make comparisons with the present in many respects. However, since the records in the book were kept for military purposes, the Muslim women and non-Muslim population were not counted. The proportional distribution of the data obtained due to this deficiency will not change, so it will not cause any problems in the comparisons. When we examine the Population Book of Çıldır Province Berta and Sinkot Districts registered with the code NFS.d in the Ottoman Archives in 2767, inferences about the names used by the male population counted, physical characteristics, disability status, population movements for various reasons, the administrative and social public services they carry out can be made.
