148 SUMMARY The research was carried out in order to evaluate the computer training activites progressed in TMO according to the technological elements of education (target, personnel, method-technique circumstances, learning cases, evaluation) by the help of the comments of the administrator and the trainers of the company and trainees who participated in these training activites. In this research which was performed by scanning model, taking precedenc in- service education, the importance and neccessity of computer and using computer, the use of computer in public institutions, and the importance and necessity of assessing the computer training activites in these institutions have been emphasized. The computer training activites in TMO and the data concerning the attendees have been obtained from the literatures. Based on the data which were obtained from the literature scanning results, inquiry forms were devoloped to get the opinions of the personnel about the computer education activities that has been enforced in the last five years bonding the administrator, trainer and the trainees aim, personnel, method- technique, environment, the state of their learning and the assessment. The inquiry form which is developed for the admininistratocs consists of 13 articles, the inquiry form which is developed far the trainers consists of 20 articles and the inquiry form which is developed for the trainees consists of 32 articles. After taking the opinions and the offers of the experts the final shape of the inquiry forms have been completed. These inquiry forms have been applied to 255 personnels in different ranks and to 50 administrators that have been working in General Management Unities and the country organization and to 8 personnels that have been working as trainers in computer training programmes. This research has been concluded with the participation of 313 personnels. The data from the inquiry forms have been analized by using the techniques of statistics including frequency (f) percentage (%) Arithmetical average (x) priority / importance total point to determine the priority / importance sequence, relation (t) test. It has been interpreted according to the articles focused on the findings which were obtained as a result of the analysis149 There are some options which requires to determine priority/importance sequence under certain question articles in the inquiry. In order to reveal which options are more important / prior, frequency and percentage of the options under each questions article have been found according to having graded as 1. 2. and 3. by the participants. Then the total prequency related to priority / importance sequence has been multiplied by (3). Priority / importance sequence has been found by adding these three values. Then starting from the highest total grade priority / importance sequence has been determined. When the data obtained from the results of the analysis is examined, the computer yraining programmas, given in inservice training activities which are carried out in TMO General Managment have achieved its aim. It appeared that the trainees attending the course and seminars were meeting the computer for the first time. It has been determined that the trainees attending the computer training courses have chosen these courses by the offers of their managers, and the traineesattending the compute training courses have closen these courses by the offers of their managers, and the trainees have attended these programmes voluntarily. Educational satues and title have been taken into consideration in choosing the trainees to attend the computer training programmes. Six hours of lesson a day has been found sufficient. The number and the capacity of the computers used in the lessons have found insufficent and requested their number and capacity to be increased. It has been found that the lessons have been done both the orically and practically. The trainers were found sufficient and most of them told that they were giving the course volutarily. The trainers major problems are transportation, the limping of their main duties and the deficiency of their wages. It appeared that the course notes which were distributed in computer training wee insufficient and need to be reorganized. After the programmes evalution is needen. This evaluation must be performed practically with computers. As a result of the computer training activites it has been that the level of knowledge, ability and policy has not been found enough.
