Özet
Bu araştırma Çin Halk Cumhuriyeti'nin dış ve iç politika unsurlarını anlayarak küresel siyasi ve ekonomik sahadaki mevcut konumuna yükselişi üzerine kapsamlı bir analiz sunmayı hedefler.“Çin'in yükselişini nasıl kavramsallaştırırız?”sorusu Hegemonik İstikrar Teorisi (HİT) ve teorinin modern okumaları altında tezin teorik yapısını oluşturur. Detaylı bir politika analizi gerçekleştirmek ve Çin-Türk ikili ilişkileri üzerine bir vaka analizini nitel bir çerçevede ele almak için süreç izleme yönteminden yararlanmaktayım. Böylece bu tez, bunlarla sınırlı olmamakla beraber; Çin'in bu yükselişi nasıl meydana geldi; süreç içerisinde ne gibi bağlılıklar yaratıldı; neden son on yılda bu kadar hacim ve ivme oluşturuldu ve Çin'in küresel sahnedeki yeni ve gelişmiş rolü günümüz bağlamında ne anlama gelmektedir sorularını cevaplamayı baz alır. 2013 sonrası Xi Jinping döneminde daha da önem kazanan jeo-ekonomik araçların kullanımı hakkında elde edilen bulgular, Çin'in önemli bir küresel güç olarak belirgin hegemonik eğilimlerle artan etkisi yönünde destekleyici kanıt sağlar. Bu çalışma Çin'in yükselişi olarak adlandırılan, süregelen ancak durmadan değişen bu fenomenin zaman çizelgesinde ilerleyişinin günümüz aşamasındaki analizidir.

This research aims to provide a comprehensive analysis of the People's Republic of China's rise to its current position in the global political and economic scene through understanding its foreign affairs and its internal policy dynamics. The question of 'how do we conceptualize the rise of China?' provides the theoretical framework under the scope of the Hegemonic Stability Theory (HST) and it's contemporary readings. The research utilizes the process-tracing method to conduct thorough policy analysis on China's rise and a case study of China's bilateral relations with Turkey through a qualitative framework. Thus, this thesis is based on, but not limited to; answering the questions of how this rise took place, what kinds of dependencies were created along the way, why such volume and acceleration created in the recent decade and what does China's new and improved role in the global scene mean in today's context? Findings on the usage of geo-economic tools that gained more importance in the post-2013 period of the Xi Jinping era provide supporting evidence for the growing influence of China as a major global power with clear hegemonic tendencies. This study is an analysis of the recent phase of an ongoing yet ever-changing phenomenon called the rise of China in its timeline of progress.
