Özet
Hutbe, camilerde Cuma namazının farzından önce, bayram namazlarından sonra camilere gelen Müminleri dini konularda aydınlatmak için minberde verilen öğüt ve okunan duadır. Hutbede verilen öğütlerin ana gövdesini Kur'an'dan ayetler ve Hz. Peygamberden hadisler oluşturmaktadır. Diyanet İşleri Başkanlığı hutbe hazırlanması ve okunması konusunda tek yetkili resmi kurumdur. Çalışmamızda Diyanet İşleri Başkanlığı'nca 2016, 2017 ve 2018 yıllarında okunan hutbeleri tek tek inceleyerek konu ve okunan ayetler bağlamında tefsir ilmi açısından değerlendirme yapılmıştır. Hutbeleri konu bakımından incelerken hutbelerde okunan ayetlerin kullanım şekli, konuya uygunluğu ve hutbelerde ayet kullanımında yaşanan problemler incelenmiştir. Hutbelerde ayet kullanımının önemine vurgu yapılmıştır. Hutbenin sözlük ve terim anlamı, konusu, amacı, hutbenin Din Hizmetleri açısından önemi, Diyanet İşleri Başkanlığı Hutbe Hazırlama ve Değerlendirme Kılavuzu gibi hususlara değinilmiştir. Çalışmamızda tespit ettiğimiz eksiklikleri ortaya koyarak ve bununla ilgili birtakım değerlendirmeler yapılmıştır. Tespit ettiğimiz eksikliklerin giderilmesi, hutbe hazırlanırken konu ve ayet bütünlüğü göz önüne alınarak hazırlanması, konu ve ayet içeriğinin birbiri ile uyumlu olması için gerekli önerilerde bulunulmuştur. Allah'tan gelen vahyin doğru anlaşılmasının, doğru anlatılmasının önemine vurgu yapılarak, araştırma tamamlanmıştır.

Khutbah is an admonition and orison that read in the pulpit before the Friday prayer, after the feast prayer for instruct the Muslims who came to the mosques at religious subjects. The basic of admonitions that are given and read at khutbahs are formed from verses at Qur'an and hadiths from de Prophet. The Presidency of Religious Affairs is the only official institution to prepare and read khutbas. In our study, it has been made an evaluation by examining the khutbahs read in 2016, 2017 and 2018 one by one, in terms of tafsir in the context of the subject verses read by the Directorate of Religious Affairs. It has been analysed the problems about the way of the use of verses in the khutbahs, their suitability to the subject and the use of verses in khutbahs while examining the khutbahs in terms of the subject. It has been emphasized the importance of verse usage in the khutbahs. It has been mentioned the subjects like the first and term meaning of the sermon, its subject, its purpose, its importance of the khutbah in terms of Religious Services, the Presidency of Religious Affairs Khutbah Preparation and Evaluation Guide. It has made several evaluations about the deficiencies that we have identified in our work. It has been given reasonable suggestions in order for the subject and verse content to be compatible with each other, for preparing khutbah by taking into consideration the integrity of the subject and verse and for overcoming the deficiencies which we have identified. It has carried out the research by emphasizing the importance of understanding and telling the inspirations that came from Allah properly.
