Özet
Türkiye'de sosyal güvenliğin nasıl başladığı, sosyal güvenlik kurumlarının 2006 yılında tek çatı dahilinde birleşmeden önce nasıl örgütlendiklerine değinilmiştir. Sosyal Güvenlik Kurumu Türkiye'de bulunan en önemli sosyal güvenlik örgütüdür. Sosyal güvenlik alanındaki en önemli örgüt olması aktif ve pasif sigortalıların sayısının 34 milyon kişiyi aşmasından kaynaklanmaktadır. Ayrıca genel sağlık sigortası yönünden neredeyse Türkiye'de ikamet eden herkes genel sağlık sigortası kapsamındadır. 5510 Sayılı Sosyal Sigortalar ve Genel Sağlık Sigortası Kanunu 4. maddesi sigortalı sayılanlar başlığı altında yer alan 4/a, 4/b ve 4/c çalışanlarından oluşan kişiler aktif sigortalı olarak kabul edilmekte bu kişiler adına prim tahakkuk ve tahsili yapılmaktadır. Diğer yandan Sosyal Güvenlik Kurumu'ndan gelir ve aylık alan kişiler ile bu kişilerin hak sahiplerini oluşturan kimseler ise pasif sigortalı olarak tanımlanmaktadır. Sosyal Güvenlik Kurumu'nun aktif ve pasif sigortalılara sağladığı kısa vadeli sigorta kolları, uzun vadeli sigorta kolları ve genel sağlık sigortasından kaynaklanan haklardan oluşmaktadır. Kayıt dışı ekonominin bir dalını oluşturan kayıt dışı istihdam; sosyal güvenlik ve vergi politikalarının etkin ve verimli yürütülmemesine neden olmaktadır. Çünkü verimli, etkin bir sosyal güvenlik ve vergi politikası üretilmesi için doğru istatistiki verilere ulaşılması gerekirken kayıt dışı istihdam olgusu bunu engellemektedir. İncelememizde Sosyal Güvenlik Kurumu'nun yapısı üzerinde durmamızda en önemli etken 5018 sayılı kanunun ekli 4 sayılı cetvelinde yer alan sosyal güvenlik kurumlar arasında en büyük ve etkili kurum olmasından kaynaklanmaktadır. Eğer Sosyal Güvenlik Kurumu'nun yapısı uygun bir şekilde ortaya konursa ülkemizin en büyük bütçe kalemlerinden birini oluşturan bu kurumda yaşanan eksiklikler daha iyi anlaşılacaktır. Sosyal Güvenlik Kurumu'nun, kayıt dışı istihdamla mücadelede en etkin kurum olması ve daha etkin mücadele etmesi adına çalışmamız ortaya konmuştur.

How Social Security began in Turkey, how social security institutions were organized before they merged into one roof in 2006. Social Security Institution is the most important social security organization in Turkey. The most important organization in the field of Social Security is due to the fact that the number of active and passive insured people exceeds 34 million people. In addition, almost everyone residing in Turkey in terms of general health insurance is covered by general health insurance. Social insurance and General Health Insurance Law No. 5510 4. persons consisting of 4/a, 4/B and 4/C employees whose article is considered insured are considered active insured and premium accruals and collections are made on behalf of these persons. On the other hand, people who receive income and monthly from the Social Security Institution, as well as those who make up the rights holders of these people, are defined as passive insured. It consists of short-term insurance levers provided by the Social Security Institution to active and passive insured persons, long-term insurance levers and rights arising from general health insurance. Informal employment, which is a branch of the informal economy, causes social security and tax policies to not be implemented effectively and efficiently. Because in order to produce an efficient, effective social security and tax policy, accurate statistical data should be obtained, the phenomenon of informal employment prevents this. In our review, the most important factor in focusing on the structure of the Social Security Institution is that it is the largest and most effective institution among the social security institutions in line 4 contained in law 5018. If the structure of the Social Security Institution is laid out in an appropriate way, the deficiencies experienced in this institution, which constitutes one of the largest budget items of our country, will be better understood. Our work has been put forward in order for the Social Security Institution to be the most effective institution in the fight against informal employment and to fight more effectively.
