Özet
Eğitim, bireye sağladığı faydalar etkisiyle bireyi geliştirmekle birlikte gerek ülkelerin gelişmişlik düzeyi gerekse toplumların kalkınma sürecindeki rolüne etkisi büyük önem taşımaktadır. Bu nedenle eğitime verilen önem de giderek artmakta, ülkelerin ekonomik rekabet edebilirliğinin sağlanması, nitelikli iş gücüne olan ihtiyacın artması ve teknolojik gelişmelere ayak uydurmaları için eğitimde farkındalığın oluşması gerekmektedir. Bu tez çalışmasında; eğitimin tanımı yapılarak eğitim hizmetinin kamusal yönü açıklanmıştır. Ardından kamu harcamalarının tanımı, niteliği ve sınıflandırılması açıklanmış daha sonrasında kamu harcamalarının etkileri, eğitim harcamaları ve eğitim harcamalarının ekonomik etkileri ele alınarak açıklanmıştır. Türkiye' de eğitim sisteminin tarihi ve genel yapısı ve finansman kaynakları genel olarak açıklandıktan sonra Siirt ili hakkında genel bilgiler verilerek Siirt' te eğitim sektörünün ekonomik görünümüne dair istatistiklere yer verilmiştir. Çalışmada son olarak Siirt ilinde eğitim sektöründeki sorunların ve çözüm önerilerinin tespitine yönelik bir alan araştırması yapılmıştır.

Although education develops the individual due to the benefits it provides to the individual, its impact on both the level of development of countries and the role of societies in the development process is of great importance. For this reason, the importance given to education is increasing, and it is necessary to raise awareness in education in order to ensure the economic competitiveness of countries, increase the need for qualified workforce and keep up with technological developments. In this thesis study; The definition of education is made and the public aspect of education service is explained. Then, the definition, nature and classification of public expenditures are explained and then the effects of public expenditures, education expenditures and the economic effects of education expenditures are explained. After explaining the history and general structure of the education system in Turkey and the financial resources in general, general information about the province of Siirt is given and statistics on the economic outlook of the education sector in Siirt are given. In the study, a field research was conducted to determine the problems and solution proposals in the education sector in Siirt province.
