Özet
Türkiye'de tarım sektörü tarihsel süreç içerisinde çeşitli politika ve araçlarla desteklenmiştir. Bu çalışmada politika ve araçların tarım sektöründe ve ekonomide yarattığı değişim incelenmiştir. Yöntem olarak çeşitli veri tabanlarından elde edilen istatistiksel veriler düşük orta , üst orta ve yüksek gelirli ekonomilerle kıyaslanarak yorumlanmış ve çift logaritmik model EKKY kullanılarak, 1986 ile 2019 yılları arasındaki yıllık veriler ile tarım sektörünün yapısının genel ekonomi ile ilişkisi incelenmiştir. Çalışma sonucuna göre Türkiye tarım sektörüne sağlanan bazı desteklerin üretimi artırmada etkili olduğu görülmektedir. Ancak günümüzde tarım sektörüne sağlanan desteklerin üretimde artış sağlaması, tek başına değerlendirildiğinde, uygulanan politikanın etkin olduğunu söylemede yetersiz kalmaktadır. Nitekim tarım sektörüne görece daha az destek sağlayan Avustralya, Brezilya ve Yeni Zelanda gibi ülkeler tarımsal ihracat değerlerinde Türkiye'nin önünde yer almaktadır. Dolayısıyla yaşanan üretim artışının katma değeri yüksek ürünlere yönelmedeki ve ihracattaki başarısının sorgulanması gerekmektedir.

The agricultural sector in Turkey has been supported by various policies and tools in the historical process. In this study, the change created by policies and tools in the agriculture sector and economy has been examined. As a method, statistical data obtained from various databases were interpreted by comparing them with low-middle, upper-middle and high-income economies, and the relationship between the structure of the agricultural sector and the general economy with the annual data between 1986 and 2019 was examined by using the double logarithmic model EKKY. According to the results of the study, it is seen that some supports provided to the agricultural sector in Turkey are effective in increasing production. However, the increase in production of the supports provided to the agricultural sector today, when evaluated alone, is insufficient to say that the implemented policy is effective. As a matter of fact, countries such as Australia, Brazil and New Zealand, which provide relatively less support to the agricultural sector, are ahead of Turkey in agricultural export values. Therefore, the success of the increase in production in directing towards products with high added value and in exports should be questioned.
