SUMMARY The importance of tourism sector in our country has finally been recognised as a fact, however late, and the question of an increasing need for personnel along with the efficient training of our people has come up. There exists a pool of literature written in the Turkish language aiming at orienting the enterprises carrying on activities in this sector. However, the unavailability of sources in the Turkish language dealing with the subject of stocks has induced me the urge to fill this void. The management process of an enterprise comprises a series of continuous activities enabling the achievement of the targetted aims, and the social aspect of this process necessitates these activities to deal mainly with interpersonal relationships. Organization, planning, leadership and coordination are among the functions making* up the management process. The last stage of this process is the inspection process. This function exposes whether or not the previous processes have functioned as required. A number of principles have to be present when the inspection (control) function is carried out. The most important of these are the principle of standards, the principle of strategic location, the principle of flexibility, the principle of review, the principle of mobility and the principle of being economical. By paying due respect to these principles and by introducing them into the system, the control of most of these activities takes place naturally by itself. The areas of control in most enterprises are generally intersitied on subjects such as labour expenses, flows of cash, debts -134-135 and revenues. For lodging enterprises, it is possible to mention food expenses in addition to the foregoing items. An effective control system enables the increase of profitability by means of minimizing the expenses and losses. The deputy-directors are inspected and given responsibilities by the general directors of the establishments and the other employees by the deputy directors; such a hierarchy forms the basis of the concept of modern management. The foregoing issue is very important for lodging enterprises. Despite the existence of a great number of revenue bringing departmant, expence-creating centres are also quite numerous. Due to this, for example, the floor expenses shown in the same table as the floor revenues, it is possible for a general to inspect the floor attendant. The first part of the research provides fundamental information on the inspections carried out at the level of limited and general establisments and stocks whereas in the second part, the store-houses in which the stocks are kept have been dealt with, once again, at the level of limited and general enterprises. The third part deals with the control of stocks in lodging enterprises. The research made in this part of the study has been in the form of interviewing the executives of the lodging enterprises operating in Ankara, thereby observing the kind of works which have been carried out in the private sector on the subject of“stocks”and“store-houses”, and endevouring to evaluate the mentioned enterprises according to their capacities. The output of this research may be summarised as follows: such an activity is either quite inefficient or not carried at all especially in small and medium-sized lodging enterprises. Although they are not quite aware of the importance of the subject, it is possible to state that managers of such136 enterprises are quite willing to be offered healthy suggestions» In the studies made on store-houses, this matter has been taken into consideration when making assesments. It has been suggested in this study, that these enterprises should either enlarge and reorganize their existing store-houses or make use of the store-houses of other enterprises. This is not the case for enterprises having great capacities. It has been observed that these enterprises have already come to realise the importance of this issue and that they have resorted to healty solutions. When we remind ourselves of the fact that most of the lodging enterprises operating in our country have a capacity of less than 100 rooms, the importance of an efficient stock-control system for our small and medium-size lodging enterprises becomes important. The assessment of the situation with respect to the inflation which has reached quite high rates in our country also exposes the advantages that an efficient stock-policy may yield. The state of TURBAN TURİZM AŞ enterprises which has developed into a chain enterprises in our country with 22 establishments, has been observed on a general basis in respect of this subject. It has been found out that standard studies have been carried out to a great extent in these enterprises. However, the situation is far from being satisfactory. In particular, the forms used in these studies lack uniformity. We have already touched upon the fact that data on private management practises are made use of a great extent for the purpose of presenting the study in a healthy manner. Most of these private enterprises have been visited within a specific area regardless of137 their capacities. The datas collected were compared with the practices of TURBAN TURİZM AŞ. The following results were achieved: the TURBAN TURİZM AŞ enterprises have been carrying on their activities as centralised and specialised enterprises. It would yield an important impact if private enterprises with a capacity of less than one hundred rooms which operate with low profit rates could make use of these operation methods. Greater benefits may be drawn if these advantages are made use of on a mutual basis. In this study, suggestions for the purpose of realising an efficient stock-control system, have been made by giving regard to the capacities of our enterprises. The suggestions are: the establishment of a standard accounting system in the forms used in studies dealing with store-houses so that unity is established in the activities and the realisation of an efficient training programme for the personnel. Starting from the thought that lodging enterprises can not be operated as factories, we have the opinion that it is of further importance that all personnel, from general managers to the small.est rank personnel, should be efficiently trained, so that every one is open to new ideas and activities. Another issue which has come up- in this research is the fact that during the delivery of the ordered materials, the absence of the department attendant making the order, creates certain problems. For this, we suggest that during deliveries, the department which has placed the order should undertake to control whether or not the ordered material conforms to the required quality and operating standards. It is of utmost importance that the enterprises make use of technological opportunities and facilities to increase their138 profitability rates. The present age which is characterized by computers governing all phases of our lives, necessitates the use of these computers also in establishment operating activities. Although the installation of computer systems in our lodging enterprises may not be so economical, our suggestion is that the systems should be applied independently in respect of different subjects, e.g. reservation, accounting, stock studies, etc. We have the opinion that our enterprises may increase their profitability rates by means of implementing an efficient stock-control policy. The matter imposes a great importance from the point of view of sectoral and general economics.
