Özet
Türkiye'nin, kendi milli egemenliğini korumanın yanı sıra; askeri olarak dışa bağımlılığını azaltması ve önemli bir silah ihracatçısı konumuna gelmesi için savunma sanayiini üretken ve rekabetçi bir pozisyona getirmesi gerekmektedir. Yüksek katma değerli ve yüksek teknolojili bir üretim yapısına sahip olan savunma sektörünün uluslararası rekabet gücünün analiz edilmesi, aynı zamanda Türkiye'nin sürdürülebilir bir büyüme performansı yakalaması için ne gibi adımlar atması gerektiği konusunda fikir vermesi açısından önem arz etmektedir. Çalışmanın temel amacı; Türk Savunma Sanayiinin uluslararası rekabet gücüne etki eden faktörleri analiz etmektir. Bu doğrultuda çalışmanın uygulama bölümü iki aşamada ele alınmıştır. Birinci aşamada, iki ülke grubunun savunma sanayii rekabetçiliğini etkileyen faktörler ayrı ayrı incelenmiştir. Analizde 1995-2019 yılları arasında gelişmiş 12 ülke ve gelişmekte olan 9 ülkenin verileriyle panel regresyon modelleri oluşturulmuştur. Savunma sanayii uluslararası rekabet gücünü etkilediği düşünülen savunma harcamaları, Ar-Ge harcamaları, eğitim harcamaları, enflasyon, yolsuzluk seviyesi ve terör olayları ise modelde bağımsız değişkenler olarak yer almıştır. İkinci aşamada, Türk Savunma Sanayiinin uluslararası rekabet gücü aynı değişkenler kullanılarak Granger Nedensellik Testi yardımı ile analiz edilmiştir. Elde edilen sonuçlara göre; gelişmiş ülkeler için bütün değişkenlerin uluslararası rekabet gücü üzerinde anlamlı etkilere sahip olduğu gözlenmiştir. Sonuçlar gelişmekte olan ülkeler için değerlendirildiğinde Ar-Ge harcamaları, yolsuzluk seviyesi ve terör olaylarının savunma rekabet gücünü etkilediği saptanmıştır. Türkiye'nin analiz sonuçlarına göre; savunma, Ar-Ge ve eğitim harcamalarındaki artışın, Türk Savunma Sanayiinin rekabet gücünü olumlu yönde etkilediği tespit edilmiştir.

Turkey as well as to protect its national sovereignty; it should bring the defense industry to a productive and competitive position in order to reduce foreign dependency in the field of defense and to become an important arms exporter. Analyzing the international competitiveness of the defense sector, which has a high value-added and high-tech production structure, is also important in terms of giving an idea about what steps should be taken for Turkey to achieve a sustainable growth performance. The main purpose of the study; to analyze the factors affecting the international competitiveness of the Turkish Defense Industry. In this direction, the application part of the study was handled in two stages. In the first stage, the factors affecting the defense industry competitiveness of the two country groups were examined separately. In the analysis, panel data analysis was carried out with the data of 12 developed and 9 developing countries between the years 1995-2019. Defense expenditures, R&D expenditures, education expenditures, inflation rates, corruption level and terrorist incidents, which are thought to affect the international competitiveness of the defense industry, are included in the model as independent variables. In the second stage, the international competitiveness of the Turkish Defense Industry was analyzed with the help of the Granger Causality Test using the same variables. According to the results obtained; it has been observed that all variables have significant effects on international competitiveness for developed countries. When the results are evaluated for developing countries, it has been determined that R&D expenditures, corruption level and terrorist incidents affect defense competitiveness. According to the analysis results of Turkey; it has been observed that the increase in defense, R&D and education expenditures positively affects the competitiveness of the Turkish Defense Industry.
