Özet
Toplumsal refahın sağlanmasında önemli bir araç olan konut, 1948 yılında İnsan Hakları Evrensel Bildirgesi'yle bir hak olarak ele alınmış ve bu hakkın yerine getirilmesinde devletler başat aktör olarak görevlendirilmiştir. Bunun üzerine devletler gerek doğrudan üretim yaparak gerekse dolaylı yollarla üretimi sübvanse ederek konut hakkının yerine getirilmesini sağlamıştır. Devletlerin konut piyasasına müdahil olması ile hem düşük gelirli grupların uygun fiyatlı konut bulma ihtiyacına cevap veren hem de konut üretim maliyetlerini azaltıcı etkiye sahip olan toplu konutların üretimi hızlı bir şekilde artış göstermiştir. Çin 1980'li yıllarda neo-liberal politikalardan etkilenmiş, toplu konut üretimini azaltmıştır. Ancak 2007 yılında Çin, dünya genelinin aksine bir rota çizerek 'herkes için yeterli konut' sloganı ile toplu konut üretimini ve bunun için gerekli sübvansiyonları artırma kararı almıştır. Türkiye'de ise geçmişten günümüze kadar toplu konut üretimi ve üretim için gerekli sübvansiyonlar sınırlı kalmıştır. Devlet, ağırlıklı olarak yasal düzenlemeler yoluyla konut piyasasına müdahil olmayı tercih etmiş ve konut üretiminde piyasanın rolünü artırıcı politikalar benimsenmiştir. Bu çalışmada, toplu konut üretimini ve devletin konut politikasına müdahalesini artıran Çin ile toplu konut üretimini azaltan ve konut politikalarında piyasanın rolünü artırıcı faaliyetler yürüten Türkiye'nin karşılaştırmalı analizi yapılmaktadır. Çalışmanın amacı, iki farklı ülkenin deneyimlerinden yola çıkarak Türkiye için yeni politika önerilerinde bulunmak, devletin konut politikasına müdahalesinin önemini ve gerekliliğini ortaya koymaktır.

Housing, which is an important tool in ensuring social welfare, was treated as a right with the Universal Declaration of Human Rights in 1948 and states were appointed as the leading actors in the fulfillment of this right. On top of this, the states ensured the fulfillment of the right to housing by both directly producing and indirectly subsidizing the production. With the involvement of states in the housing market, the production of public housing, which both responds to the need of low-income groups to find affordable housing and has the effect of reducing housing production costs, has increased rapidly. China was influenced by neo-liberal policies in the 1980s, reducing the production of public housing. However, in 2007, China decided to increase the production of public housing and the necessary subsidies for it with the slogan 'enough housing for all', drawing a course in contrast to the world as a whole. In Turkey, the subsidies required for the production and production of public housing have been limited from the past to the present. The state has chosen to intervene in the housing market mainly through legal regulations and policies have been adopted to increase the role of the market in housing production. In this study, comparative analysis is carried out of China, which increases the production of public housing and the intervention of the state in housing policy, and Turkey, which carries out activities that reduce public housing production and increase the role of the market in housing policies. The aim of the study is to propose new policies for Turkey based on the experiences of two different countries and to demonstrate the importance and necessity of public housing production and state intervention in housing policy in Turkey by examining the consequences of China's intervention in the housing market.
