This study aims to shed a light on one of the most important structural weaknesses of Turkish labor market -low level of labor force participation rate (LFPR) of women- and analyze possible policy options and develop policies to effectively address this problem. Two methodological approach utilized in this study are stakeholder analyze and Criteria Alternative Matric (CAM) which are widely used in the public policy analysis. Accordingly, low level of women's access to higher education institutions is identified as one of the main causes of low LPFR problem. Low rate of high education accession and enrollment of women not only limits their competitive power in labor market but also gradually evolves their role in society towards more domestic duties such as care giving activities and general order of house. From this point of view, first policy proposal include recommendations towards enhance female's involvement into the university education. In this context, increasing the number of universities, enhancing scholarship and accommodation facilities for female students are identified as best policy options to address the problem in the long run in consideration with social and cultural barriers embodied in the society. The second group of policy options discussed in the study is measures to eliminate the factors that deter women from working. Accordingly, long working hours, caregiving and other family responsibilities are among the primary factors that significantly affect female's participation into work force. In this regard, policies towards supporting married women's accommodation into work life such as subsidizing childcare facilities and pre-schooling cost of working women are among the most relevant policy options to effectively improve the LFPR of women in Turkey.
