Özet
Biga Bölgesi, tarih boyunca her dönem farklı medeniyetlere ve topluluklara ev sahipliği yapmıştır. Coğrafi konumu itibariyle her zaman ön plana çıkmış ve pek çok farklı etnik grubu bünyesinde barındırmıştır. Sahip olduğu bu önem ile her dönemde olduğu gibi 1876-1908 yılları arasında da stratejik konumu ile tarih sahnesinde yer almıştır. Bu bölgenin Türk etkisine girmesini izleyen süreci de Osmanlı'nın bölgedeki etkinliği izlemiştir. Çalışmada, Tanzimat'ın ilanından sonra başlayan süreçte, taşra idaresinde meydana gelen idari ve sosyal değişim, Biga Sancağı özelinde ele alınmıştır. Bu bağlamda, Biga Kazası merkezi ve çevresi çalışmayı oluşturmuştur. Biga Kazası'nın 1876-1908 yılları arasındaki idari yapısı ve kurumlarının nasıl şekillendiği, sosyal yapısı, ortaya çıkan aksaklıkların neler olduğu ve nasıl çözülmeye çalışıldığı konularına cevap aranmıştır. Bunun yanı sıra Osmanlı Devleti'nin taşra idareleri üzerindeki etki ve yetki sınırlarının çözümlenmesi amaçlanmıştır. İdari yapıdan hareket ile kaza bünyesinde yürütülen eğitim, nüfus hareketleri, asayiş sorunları muhacir konusu ve doğal afetler ele alınmıştır. Çalışmada, devlet salnameleri, vilayet salnameleri ve maârif salnameleriyle Osmanlı arşiv belgelerinden yararlanılmıştır.

Biga Region has hosted different civilizations and communities throughout history. Biga has come to the fore with the importance of its location and has also hosted different ethnic groups. With this significance, it took its place in the historical scene with its strategic location between the years 1876-1908, as in every period. The period following the Turkish influence of this region was followed by the dominance of the Ottomans in the region. In this study, the administrative and social change that took place in the provincial administration in the process that started after the proclamation of the Tanzimat was discussed in the Biga Sanjak. In this context, Biga District center and its surroundings constituted the study. Answers were sought to the subjects of how the administrative structure and institutions of Biga District were shaped between 1876-1908 and the problems that emerged in its social structure, in addition to these, how it was tried to be solved. In addition, it is aimed to analyze the influence and authority limits of the Ottoman Empire on the provincial administrations. Starting from the administrative structure, education, population movements, security problems, the issue of immigrants, and natural disasters carried out within the district were tried to be discussed. And to do this, State Salnames, relevant provincial salnames, Education Salnames, and archive documents were used.
