Central banks around the world have plans to issue digital currencies and this phenomenon is likely to create new legal and regulatory issues. This thesis explores the characteristics, benefits and risks of the CBDC's, compares privately issued currencies and central bank digital currencies, presents potential legal and regulatory issues arising from the issuance and use of the CBDC, evaluates the sufficiency of current regulations in tackling these problems. This thesis is in favor of the European Central Banks' twotiered CBDC proposalsharing administrative works with commercial banks and allowing a certain degree of anonymity for the CBDC users.
