The environment of international relations has been shocked by the September 11 attacks. On the one hand, the innovations of globalization such as Internet have begun to affect the contemporary world arena. Therefore, new actors besides governments has found an opportunity to be involved in world politics. Governments had to find new methods besides the elements of hard power such as military forces and the new actors have been involved in process of global word as well. Hence, the concepts of soft power and public diplomacy have been significantly important. However, the methods which have been used by soft power and public diplomacy are still being misunderstood. Therefore, a lot of scholars have been trying to make the definitions and the methods of soft power and public diplomacy clear. On the other hand, the United States of America is at the heart of these two concepts. After 9/11, the United States has begun to redesign the methods of public diplomacy, hence the public diplomacy scholars have started to call it new public diplomacy or post 9/11 public diplomacy. However, the role of domestic public should be examined. Domestic public is an effective tool of public diplomacy. The productivity of domestic public as a tool of public diplomacy should not be underestimated. The United States has developed new strategies which includes remarkable concepts such as 'Power Relations', 'the fear of terrorist attacks' to use its domestic public for affecting the foreign publics. Therefore, the new public diplomacy of the United States has been based on using its domestic public and this fact should be demonstrated. The other issue which should be examined is the softness of soft power. American soft power is still being questioned by the scholars. Thus, the connection between the new public diplomacy and the softness of soft power should be examined
