Özet
Vergi uyumu, uzun yıllardır sosyal bilimler alanın inceleme konusu olmaktadır. Vergi uyumuna yönelik çalışmalar incelendiğinde, ilk çalışmalarda İnsanlar neden vergi kaçırır? sorusuna cevap aranırken, son yıllarda ise İnsanlar niçin vergi öder? sorusuna cevap aranmaktadır. İnsanların vergi kaçırma nedenleri ya da gönüllü uyum nedenleri üzerinde birçok faktörün etkili olduğu görülmektedir. Mükellefler, kendilerine tahakkuk edilen vergileri gönüllü bir şekilde herhangi bir etkilenme ve baskı hissetmeden ödemesine gönüllü vergi uyumu denilmektedir. Bu kapsamda vergi uyumunu etkileyen, hem içsel hem de dışsal faktörler bulunmaktadır. Bunlar sırasıyla; ekonomik faktörler, sosyo-psikolojik faktörler ve vergi yönetimiyle ilgili faktörlerdir. Bu çalışmanın konusu, belediye hizmetlerinin vergi uyumu üzerindeki etkileridir. Bu bağlamda, İstanbul ili Sancaktepe Belediyesi örneklem olarak seçilmiştir. Sancaktepe ilçesine bağlı 19 mahallenin nüfusları oranında katılımcı sağlanıp, toplamda 500 kişiye anket çalışması yapılmıştır. Çalışmanın amacı, belediyeler tarafından sunulan hizmetlerin vergi uyumu üzerindeki etkilerinin ne derece ve ne yönde olduğunun tespitinden hareketle, vergi uyumunun artırılmasına yönelik öneriler geliştirmektir. Bulgulara göre, belediye tarafından sunulan hizmetlerden sosyal hizmetlere yönelik faaliyetler ve ulaşım hizmetleri vergi uyumunu yüksek oranda pozitif yönde etkilediği söylenebilmektedir.

Tax compliance has been the subject of social sciences for many years. When the studies on tax compliance are examined, why do people evade taxes in the first studies? While searching for an answer to the question, why do people pay taxes in recent years? search for an answer to the question. It is seen that many factors are effective on the reasons for tax evasion or voluntary compliance reasons. It is called voluntary tax compliance when the taxpayers voluntarily pay the taxes accrued to them without feeling any influence and pressure. In this context, there are both internal and external factors affecting tax compliance. These are respectively; economic factors, socio-psychological factors and factors related to tax administration. The subject of this study is the effects of municipal services on tax compliance. In this context, Sancaktepe Municipality of Istanbul province was chosen as a sample. Participants were provided at the rate of the population of 19 neighborhoods in the Sancaktepe district, and a total of 500 people were surveyed. The aim of the study is to develop suggestions for increasing tax compliance by determining the extent and direction of the effects of the services provided by the municipalities on tax compliance. According to the findings, it can be said that activities for social services and transportation services, which are among the services offered by the municipality, have a high positive effect on tax compliance.
