Özet
Bu tez içerisinde Türkiye'de kolluk kuvvetleri içerisinde yurt genelinde toplum kesimleriyle en yoğun temas halinde bulunan teşkilatın polis teşkilatının olduğu, bu sebeple çalışmamızda polisin eski toplumlardan günümüze nasıl evrildiği, günümüze kadar hangi isimler ile adlandırıldığı, günümüzdeki teşkilat yapılanması anlatılmıştır. Bu kapsamda polisin, görevi esnasında karşılaşmış olduğu durumlarda başvurduğu zor ve silah kullanma yetkisi kavramsal çerçevede ele alınacak, daha sonra sırasıyla kolluğun ne zaman ve hangi şartlarda zor kullanabileceği, bunun ne şekilde olabileceği, zor kullanmanın sınırları ve bu sınırların aşılması hâlinde yargısal süreçlerle ilgili örneklemeler ile zor ve silah kullanma yetkisi irdelenecektir.

In this thesis, it is stated that the police organization has the most intense contact with the social segments throughout the country among the law enforcement forces in Turkey therefore it has been explained how the police evolved from ancient societies to the present, what names has it been called until today, the current organizational structure. In this context, the police's authority to use force and weapon in situations encountered during duty will be discussed in the conceptual framework, then in order when and under what conditions the law enforcement can use force, how could this be, the limits of the use of force, in case of exceeding these limits, the examples related to the judicial processes and the authority to use force and weapons will be examined.
