Abstract: This study aims to compare the item analysis and reliability coefficients of the 'District Governor Examination' test based on Classical Test Theory and one-parameter Item Response Theory, known as Rasch Model, to provide empirical evidence for making decisions on the suitability of statistical tests and psychometric properties. Two scales of the test were investigated: one measuring the general aptitude and knowledge and one measuring background knowledge. The test was composed of 40 constructed-response items and applied to 15188 district governor candidates. The item statistics, dimensionality and the reliability are the psychometric qualities tested by these major theories based on the district governor candidates' data set. The results revealed that there is no major difference found between these two theories that supports the findings of some studies in the literature. The Rasch Model provided some useful information which CTT was not able to do. There were some limitations throughout the research mainly caused by using secondary data set.
