This thesis aims to conceptualize Clandestine Diplomacy within the study of intelligence. I discuss that Clandestine Diplomacy should be differentiated from Secret Diplomacy, in some cases, they are used interchangeably, however, latter has a negative meaning. Secondly, I argue that Clandestine Diplomacy ought to be done by intelligence officers rather than diplomats since skills of intelligence officers can be transferable in encountering the hostile states and paramilitary organizations. The expertise of intelligence officers allows them to clandestinely communicate the states or sub states groups during the crisis without causing a burden on the executive decision makers. Dialogue and negotiate with the enemy have been experienced by the intelligence officers who have been assuming positions in consulates by protecting the principles of secrecy and plausible deniability. Finally, I claim that Intelligence agencies are better organizations than Ministry of Foreign Affairs in conducting Clandestine Diplomacy. The intelligence agencies are institutionally well-prepared in engaging with outlawed states or groups as they can more easily escape from failure and political pressure than Foreign Offices. Working in secrecy, access to secret information, human and technical intelligence capacity make the secret services the best option in terms of initiating Clandestine Diplomacy
