It is not a question of if terrorists will obtain offensive cyber capabilities to use against the European Union but when. Terrorist organizations like Al Qaeda and ISIS currently have lowlevel capabilities that allow for basic website defacement and denial of service attacks, but growing access to inexpensive cyber tools and recruitment of cyber-capable members and sympathizers will make it easier for terrorists to use cyber for an asymmetric advantage. Since the EU has created and adapted policies over the years to address terrorism and cybersecurity, it is in the European Union's best interest to create a policy that tackles the nexus between these two policy interests. Currently, the EU has no specific policies or initiatives to directly address the issue of terrorist groups acquiring offensive cyber capabilities. Through content analysis, interpretive research, semi-standardized interviews with subject matter experts in the fields of terrorism, cybersecurity, and information technologies, and using a game theory model, the research team has found that the terrorists have an incentive to pursue more sophisticated cyber means to attack the European Union, although they currently rank at a very low sophistication level. According to the key findings the team has made, the team has proposed the creation of a European Cyber Defense Agency to protect the European Union from possible future attacks.
