Özet
Bu tezin konusu el-emr bi'l-ma'rūf ve'n-nehy 'ani'l-munker ayetlerinin tespit edilen sorunlar çerçevesinde incelenerek değerlendirilmesidir. Bu çalışma söz konusu dokuz ayeti kapsamaktadır. Kur'an'da bahsedilen ifadenin yer aldığı ayetler, 3/ Āluʿİmrān: 104, 110, 114; 7/el-A'rāf: 157; 9/et-Tevbe: 67, 71, 112; 22/el-Ḥacc: 41; 31/ Luḳmān: 17. ayetleridir. Genel anlamda el-emr bi'l-ma'rūf ve'n-nehy 'ani'l-munker, herkes tarafından kolaylıkla uygulanabilir görünen bir görev olmasına karşın, tarihin akışı içinde algılanış biçimleri değişmiş, anlam genişlemiş ve bazı dönemlerde olumsuz olayların yaşanmasında gerekçe olarak kullanılmıştır. Bu açıdan tez İslam toplumunda ilgili ayetlerin yansımalarını ortaya koyması ve bunların güncel uzantılarına çözüm önermesi bakımından önem arzetmektedir. el-Emr bi'l-ma'rūf ve'n-nehy 'ani'l-munker ayetleri ile ilgili bu tez, öncelikle nuzūl ortamını dikkate alarak ayetlerin ilk muhatapları tarafından nasıl anlaşıldığını ve tarihi süreç içinde farklı yorum ve uygulamalardan doğan çeşitliliğin kaynağını tespit etmeye çalışmıştır. Bu tezin ilk bölümünde söz konusu ifadede yer alan dört temel kelimenin etimolojik incelemeleri gerçekleştirilmiştir. Klasik Arapça sözlüklerden ve cahiliye dönemi şiirlerinden elde edilen kullanımlardan yola çıkılarak, ma'rūf ile örf kelimelerinin aynı anlama geldiği belirlenmiştir. Ayetler ikinci bölümde erken dönem tefsirleri başta olmak üzere tefsir ve tarih kaynaklarından taranmıştır. Söz konusu ayetlerin kronolojik değerlendirmesinde, ayetlerin ağırlıklı olarak Medine dönemine ait329 olduğu görülmüştür. Hz. Peygamber'in Medine toplumunda nübüvvet görevinin yanında, üstlendiği liderlik ve hakemlik gibi yeni rollerin niteliği ve Medine toplumunun asli unsurları olan Evs, Ḫazrec ve Medineli Yahudiler özelinde ehl-i kitap arasında geçen siyasi ve ekonomik çekişmelerin ayetlerin inişine etkisi incelenmiştir. Bu incelemede ayetlerin siyasal atıflar barındırdığı anlaşılmış; toplumsal sözleşmelerle, toplumsal barış ve güvenliğin tehlikede olduğu bağlamlarla ve itaat kavramı ile ilgisi görülmüştür. Bu ifadenin tüm toplumun mutabık olduğu hususlar üzerinden bağlayıcılık kazandığı ve ahit kavramı ile benzeşen yönleri bakımından dini hukuki ve ahlaki sahalarda farklı muhteva ve yaptırımlara işaret ettiği anlaşılmıştır. Bu tespitin üzerinde mutlaka durularak her toplumun ve her çağın kabul ettiği ortak değerler ve Kur'an'ın bu ortak değerleri ma'rūf olarak niteleyen ortak ölçüsü netleştirilmeli ve daha sınırları, yöntemleri belli olan bir zeminde konuşulur hale gelmelidir.

The subject of the thesis is to examine and evaluate the verses of“al-amr bi'lma'rūf ve'n-nehy 'ani'l-munkar”within the framework of the identified problems. This study handles the nine verses in question. The verses in which the expression mentioned in the Holy Qur'an are 22/al-Ḥacj: 41; 9/at-Tawbah: 67, 71, 112; 7/al-A'rāf: 157; 3/ Āl- ʿImrān: 104, 110, 114; 31/Luḳmān: 17. verses. In general, while“al-emr b'l-ma'rūf ve'n-nehy 'ani'l-munkar”, a task that seems easily applicable by everyone, although it is in the course of history have changed the way it's perception, expanded the meaning of its and in some periods was used as justification in unfavorable incidents. From this point of view, the thesis is important in terms of revealing the reflections of the relevant verses in the Islamic society and offering solutions to their current extensions. The thesis regarding the verses that included“al-emr b'l-ma'rūf ve'n-nehy 'ani'lmunkar”, firstly, has tried to identify how understood by the recipients of the revelation considering the environment, throughout history, sought to identify the source of the diversity arising from different approaches and practices. In the first part of the thesis, have been carried out etymological studies of the four basic words contained in the expression in question. Based on the usage obtained from classical Arabic dictionaries and poems of the Jahiliyyah Period, it has been determined that the words ma'rūf and 'orf mean the same thing. In the second part, the verses are examined from interpretation and historical sources, especially early ones. In the chronological evaluation of the verses in question, it has been seen that the verses belong mainly to the Madina period. In addition to the prophethood role of the Prophet in the Madina society, the nature of the new roles such as leadership and mediator, it have been examined that the effect of the political and economic conflicts between the Aws, Khazraj and the Ehlu'l-Kitāb which are the main elements of the Madina society and especially the Jews, on the reasons the relevation of the verses. In this study, it has been understood that the verses contain political references and it has been seen they are related to social conventions, contexts where social peace and security are at danger, and the concept of obedience. It has been understood that this expression is binding on the issues that the whole society agrees on and points to different content and sanctions in religious, legal and moral fields in terms of its similarities with the concept of the covenant. By emphasizing this determination, the common values accepted by every society and every age and the common values of the Qur'an, which characterizes these common values as ma'rūf, should be clarified, and it should be spoken on a ground whose boundaries and methods are clearer.
