Özet
Her birey, toplum içinde belirli bir seviyede bilince sahibidir. Bu bilinç; sosyal, ekonomik, manevi veya politik bağlamlarda çeşitli fikir, değer ve ilkelerden oluşmaktadır. Siyasal kütür, tercihler ve ilkeler çalışmanın ilgi alanına girmektedir. Siyasal bilinç, kişinin hayatı boyunca edindiği kazanımlarla meydana gelmekte ve ona, içinde yaşadığı siyasi rejimine, bir bakış açısı vermektedir. Bu farkındalık ferdin, siyasal rejime karşı nasıl davranması gerektiği noktasında bir metottur. Birey; bu metotla siyasal kültür denilen değerler, prensipler ve düşünceleri elde eder. Bireyinlerin zihninde, siyasal kültürü, siyasal bilinçin miktarını somut bir alet veya verilerle ölçmek imkansızdır. Bununla birlikte, siyasal kültürün oluşmasını doğrudan veya dolaylı olarak etkileyen birtakım faktörleri gözlemlemek mümkündür. Bu çalışmada da Fas ve Türkiye'de siyasal bilincin doğmasına tesir eden unsurlar tespit edilerek incelenmesi amaçlanmıştır. Her iki ülkede de siyasal otorite ortaya çıkışının başlangıcı ve etkesine değinilmiş, siyasal kültür siyasal topluluk olmadan oluşmayacağı göz önünde tutulmuştur. Söz konusu politik topluluklar, kabile ve benzeri birimlerden başlayarak ileri politik kurum ve organizasyonlara uzanmaktadır. Devletin tesis edilmesi ve bu duruma eşlik eden gelişmeler, her iki ülkede de siyasal rejimini şekillendirmiş, diğer iç ve dış etkenlerle beraber Fas ve Türkiye'de insanların siyasal kültürün oluşumunda önemli rol oynamıştır. Herhangi bir toplumda; siyasal sosyalleşmenin sürecinin siyasal kültürün oluşmasındaki etkinliği yadsınamaz. Bu noktadan hareketle Türkiye ve Fas'ta kuşaktan kuşağa aktarılan siyasal düşünce ve değerlerin oluşmasına önemli tesiri bulunan siyasal sosyalleşme sürecinin çalışmanın üçüncü bölümünü tahsis edilmiştir. Bir takım etkenlerin varlığı sonucunda bireylerin siyasal kültürleri belli bir biçimde oluşur. Bu biçim ya da tür, demokratik siyasal kültür içinde çerçevelenebilir. Bu nedenle bu çalışmanın son bölümünde Türkiye ve Fas'ta siyasal kültürün demokratik kültürün en önemli boyutlarına yansıması sunulmuştur.

Individuals of any society hold a level of awareness, which is formed by a group of thoughts, values and principles, i.e. social, economic, spiritual and political. Political awareness is shaped by what an individual acquires throughout his life, which helps him in one way or another to form an outlook towards a group of institutions and matters, and most important of all is the outlook towards the political system that an individual lives in. This perception results in the way that an individual deals with such a system. Hence, we have an individual holding a set of thoughts, principles, values, and orientation called political culture. It is impossible to measure individuals' awareness by a machine. However, certain factors can be observed to contribute to shaping and constructing - directly or indirectly - this awareness. In this study, it is aimed to determine and examine the factors that affect the rise of political consciousness in Turkey and Morocco. In both countries, the beginning and effect of the emergence of political authority was mentioned, and it was taken into account that political culture would not be formed without a political community. These political communities, starting from tribes and similar units, extend to advanced political institutions and organizations. The establishment of the state and the accompanying developments shaped the political regime in both countries, and played an important role in the formation of the political culture of the people in Turkey and Morocco, along with other internal and external factors. In any society; The effectiveness of the process of political socialization in the formation of political culture cannot be denied. From this point of view, the third part of the study is devoted to the political socialization process, which has a significant impact on the formation of political thoughts and values transferred from generation to generation in Turkey and Morocco. . As a result of the existence of a number of factors, the political cultures of individuals are formed in a certain way. This form or genre can be framed within a democratic political culture. Therefore, in the last part of this study, the reflection of political culture on the most important dimensions of democratic culture in Turkey and Morocco is presented.
