Özet
ÖZET Bu çalışmada, Osmanlı dönemindeki çağdaşlaşma hareketleri çerçevesinde başlayan süreç incelenmiş ve Türkiye'de çok partili sisteme geçilen 1950-54 yılları arasındaki T.B.M.M.'nin durumu ortaya konulmaya çalışılmıştır. Özellikle bu dönemde Türkiye'nin gündeminde yer alan siyasi, ekonomik, iç ve dış olaylar T.B.M.M. bağlamında irdelenmiştir. IX. Dönem'in en büyük özelliği yirmiyedi yıllık C.H.P.'si iktidarının halk oyu ile değiştirilerek D.P.'nin iktidara gelişidir. Bu açıdan da IX. Dönem T.B.M.M.'nin Türk Demokrasi Tarihi açısından ayrı bir yeri vardır. Bu çerçevede Tezimiz genel bir girişten sonra altı bölümden oluşmaktadır. Birinci bölümde, Milli egemenlik ilkesinin tarihi gelişimi çerçevesinde Türkiye'de çok partili hayata geçiş ele alınmıştır. İkinci bölüm tezimizin ağırlık noktasını teşkil etmektedir. Bu bölümde IX. Dönem Milletvekillerinin siyasi, sosyal ve ekonomik durumları ile eğitim ve kültür seviyeleri tablolar ortaya konularak değerlendirilmiştir. Tezin üçüncü ve dördüncü bölümlerinde, iktidar değişikliğine paralel olarak Türkiye'nin iç ve dış politikası önceki dönemle karşılaştırılarak incelenmiştir. Beşinci bölümde, IX. Dönemde uygulanan ekonomik politikalar ele alınmıştır. Son bölümde ise D.P. hükümetlerinin eğitim ve kültür politikaları incelenmiştir. Sonuç bölümünde ise dönemle ilgili genel bir değerlendirme yapılarak teze son verilmiştir.

Abstract In this study, it is tried to evaluate the position of the Turkish Grand National Assembly in the time of transition period from one party system to the multi - party system in 1950-54 and the developments of this period is examined carefully in connection with the modernization movements of the Ottoman period. The political, economic, internal and foreign developments and the policies of the Turkish Grand National Assembly are also studied in this thesis, the IX. th. Period, the power of the Republican People's Party which had been continued since 24 years was changed with the votes of the Turkish citizens and the Democratic Party came to the power. Because of that reason, IX. th. Period of the Assembly has an important place in the history of the Turkish Democracy. In this respect, the thesis, with an introduction has six chapters. In the first chapter, the transition period from one party system to the multi - party system is studied in the respect of the development of the principle of the national sovereignty. The second chapter is the focus of the thesis and in this chapter, the political, economic, social and educational positions of the deputies of the IX. th. Period are showed in the tables. In the third and the fourth chapters, the internal and foreign policies of this transition period are studied in comparison with the preceeding period of the assembly. In the last chapter, the educational and cultural policies of the Democratic Party are examined carefully. At the conclusion there is a general evaluation of the IX. th Period of the Turkish Grand National Assembly.
