Özet

Bu çalışmanın amacı proje okullarının okul merkezli yönetim anlayışı perspektifinden yönetsel uygulamalarını incelemektir. Çalışmada nitel araştırma yöntem ve teknikleri ve olgubilim (fenomenoloji) deseni kullanılmıştır. Çalışma grubu İstanbul ilinde bulunan farklı okul türlerinden proje okullarında görev yapan yirmi bir okul yöneticisinden oluşmaktadır. Bu yöneticiler seçilirken amaçlı örnekleme türlerinden seçkili örnekleme yönteminden yararlanılmıştır. Verilerin toplanmasında yarı yapılandırılmış görüşme tekniği ile oluşturulan görüşme formu kullanılmıştır. Veriler nitel araştırma yöntem ve teknikleri kullanılarak temalar, alt temalar ve kodlar oluşturulup betimsel analiz yöntemiyle analiz edilmiştir. Çalışmanın sonucunda ise proje okulu yöneticilerinin sorumlulukları oranında yetkilerinin artırılması beklentisinin karşılanmasının gerektiği ortaya çıkmıştır. Bir diğer sonuca göre proje okullarının teorideki uygulamaları ve hedefleri gerçeklikle çeliştiği için beklenen başarı bütünüyle elde edilememektedir. Son olarak proje okulları yönetmeliğinin diğer okulların yönetmeliğinden farklı olarak yetki genişliğine daha fazla alan açılarak düzenlenmesi yönünde bir beklenti olduğu sonucuna ulaşılmıştır. Bu amaçla proje okulu yönetmeliğinin beklentileri karşılamak ve başarıyı artırmak için yetki genişliği ve okul merkezli yönetim açısından tekrar ele alınması önerilmektedir.

The aim of this study is to examine the administrative practices of project schools from the perspective of school-centered management. In the study, qualitative research methods and techniques and phenomenology desing were used. The study group consists of twenty-one school administrators working in project schools from different school types in the province of Istanbul. While selecting these school administrators, the selective sampling method, one of the purposive sampling types, was used. An interview form created with a semi-structured interview technique was used to collect the data. Using qualitative research methods and techniques, the data were analyzed by creating themes, sub-themes and codes and using descriptive analysis method. As a result of the study, it was revealed that the expectation of increasing the authority of the project school administrators in proportion to their responsibilities should be met. According to another result, the expected success cannot be achieved completely, since the theoretical practices and goals of the project schools contradict reality. Finally, it has been concluded that there is an expectation that the regulation of project schools, unlike the regulation of other schools, will be regulated by opening up more space for the breadth of authority. For this purpose, it is recommended to reconsider the project school regulation in terms of the breadth of authority and school-centered management in order to meet expectations and increase success.
