Özet

Öğretmen yetiştirme kurumları geçmişten günümüze değişiklikler ve yenilikler göstermiştir. Öğretmen yetiştirmede önemli unsurlardan biri öğretmen yetiştirmede uygulanan programlardır. Bu programlar da geçmişten günümüze birçok kez yenilenmiş ve güncellenmiştir. Yükseköğretim Kurulu, 04.11.1997 tarih ve 97.39.2761 sayılı karar ile eğitim fakültelerinde yeniden yapılanma sürecini başlatmıştır. 1998–1999 eğitim-öğretim yılından itibaren de eğitim fakülteleri programlarında birlikteliği sağlamak amacıyla programlar yeniden düzenlenmiş ve uygulamaya konulmuştur. Bu sebeple araştırmada, 1997 sonrası Türkçe öğretmenliği lisans programları ve 1997'den itibaren çeşitli sebeplerle güncellenen MEB Türkçe dersi öğretim programları incelenmiştir. Çalışmanın amacı, 1997 sonrası YÖK Türkçe öğretmenliği lisans programları ile MEB Türkçe dersi öğretim programlarının incelenerek eş güdümlülüklerinin tespit edilmesidir. Nitel bir çalışma olan araştırmada durum yöntemi kullanılmıştır. Veriler doküman incelemesi ile toplanmış, verilerin analizi içerik analiziyle yapılmıştır. Yapılan çalışma sonunda her iki kurumun oluşturduğu programlarda tam anlamıyla eş güdümlülük görülmemiştir. 2006 ve 2018 yıllarında yapılandırılan programlar dışında aynı yıllarda oluşturulan program tespit edilmemiştir. Lisans programlarında alan eğitimi derslerinin uygulamalarının azaltılması ya da kaldırılması, staj süresinin iki yarıyılla kısıtlı olması öğretmen adaylarının hizmet öncesi tecrübe edinmesini güçleştirmiştir. Bu duruma bağlı olarak Türkçe öğretim programında yer alan kazanımların edinilmesini zorlaştıracağı sonucuna ulaşılmıştır. Bu çalışma, lisans programlarını ve öğretim programlarını oluşturan her iki kurumun da daha eş güdümlü ve iş birliği içerisinde çalışması gerektiğini ortaya koymuştur.

Teacher training institutions have shown changes and innovations from the past to the present. One of the important elements in teacher training is the programs implemented in teacher training. These programs have also been renewed and updated many times from past to present. The Council of Higher Education started the restructuring process in education faculties with the decision dated 04.11.1997 and numbered 97.39.2761. Since the 1998-1999 academic year, the programs have been rearranged and put into practice in order to ensure unity in the education faculties programs. For this reason, Turkish teaching undergraduate programs after 1997 and MEB Turkish curriculum updated for various reasons since 1997 were examined in the research. The aim of the study is to examine the Turkish language teaching undergraduate programs of YÖK after 1997 and the Turkish course teaching programs of the Ministry of National Education and to determine their co-ordination. The case method was used in the research, which is a qualitative study. The data were collected by document analysis, and the analysis of the data was made by content analysis. At the end of the study, there was no complete coordination in the programs created by both institutions. Except for the programs structured in 2006 and 2018, the programs created in the same years have not been determined. Reducing or removing the applications of field education courses in undergraduate programs, and the fact that the internship period is limited to two semesters made it difficult for pre-service teacher candidates to gain experience. Depending on this situation, it was concluded that the acquisitions in the Turkish curriculum would make it difficult to acquire. This study revealed that both institutions that make up undergraduate programs and teaching programs should work in a more coordinated and collaborative manner.
