Özet
Dünyadaki politik, ekonomik, bilgi ve iletişim teknolojilerindeki gelişmeler ve değişmeler, turistlerin seyahat motivasyonlarının değişmesine ve deniz-kum-güneş tatilinin dışında yer alan çeşitli alternatif turizm türlerine talebi arttırmıştır. Alternatif turizm çeşitlerinden biri olan sağlık turizmi, birçok ülkenin ilgisini çekmiş ve bu pastadan pay almak isteyen ülke sayısının artmasına yol açmıştır. Sağlık turizminin bir alt bileşeni olan medikal turizm ise dünya ekonomisine yarattığı katkılardan dolayı ülkeler için önemli ve karlı bir sektör konumundadır. Özellikle gelişmiş ülkelerde tedavi maliyetlerinin pahalı olması, bekleme listelerinin veya sürenin uzun olması, dünya genelinde yaşlanan nüfusun artması, hasta ve hastane arasında aracılık yapan kuruluşların ortaya çıkması, kaliteli hizmetin yanında tatil olanaklarının sunulması gibi birçok neden insanların tedavi amaçlı yurt dışı imkanlarını araştırmaya yönlendirmiştir. Medikal turizme katılım sağlayan hastaların hem gelişmiş hem de gelişmekte olan ülkeleri tercih etmeleri, Türkiye açısından önemli fırsatlar yaratmıştır. Türkiye, medikal turizm bakımından avantajlı ve güçlü bir ülke konumundadır. Sağladığı kaliteli ve uygun fiyatlı medikal hizmetleri ile dünyanın birçok ülkesinden binlerce medikal turistin dikkatini çeken bir ülke olmuştur. Bu çalışmanın amacı, dünyada ve Türkiye'de medikal turizm sisteminin işleyişini incelemek, karşılaştırmak ve elde edilen bilgiler doğrultusunda medikal turizm sektörüne önerilerde bulunmaktır. Alan yazın incelediğinde, Türkiye'nin medikal turizm açısından önemli avantajlara sahip olduğu, ancak ulaşılması istenilen konumda henüz olmadığı ve medikal turizm pastasından yeterli oranda gelir edemediği görülmektedir. Bu nedenle, bu çalışma kapsamında medikal turizm sektöründe isim yapmış ülkeler ile Türkiye'de medikal turizm sisteminin işleyişi incelenmiş, yurtdışından hasta getiren, hasta ve hastane arasında aracılık yapan kuruluşlar ile ilgili bilgiler sunulmaya çalışılmıştır. Ayrıca Türk medikal turizm pazarını değerlendirerek, pazarın geliştirilmesine yönelik öneriler sunulmuştur. Tezden edilen sonuçlara göre, Türkiye'de faaliyet gösteren aracı kurumların sayısal ve niteliksel açıdan yetersiz olduğu ve hastanelerin tedavi hizmetlerini medikal turistler için bir paket program eşliğinde pek fazla sunulmadığı görülmektedir. Ayrıca bu tezde paydaşlar arası koordinasyon eksikliği de tespit edilmiştir.

The developments and changes in the world's political, economic, information and communication technologies have increased the demand for various alternative tourism types that are outside the sea-sand-sun holiday. Health tourism, which is one of the alternative tourism types, has attracted the attention of many countries and has led to an increase in the number of countries that want to get a share of this cake. Medical tourism, which is a sub-component of health tourism, is an important and profitable sector for countries due to its contributions to the world economy. Many reasons, especially in developed countries, such as expensive treatment costs, long waiting lists or time, the increase in the aging population around the world, the emergence of institutions that act as intermediaries between the patient and the hospital, and the provision of vacation opportunities in addition to quality service have led people to search for abroad opportunities for treatment. The fact that patients participating in medical tourism prefer both developed and developing countries has created significant opportunities for Turkey. Turkey is an advantageous and powerful country in terms of medical tourism. With the quality and affordable medical services it provides, it has become a country that attracts the attention of thousands of medical tourists from many countries of the world. The aim of this study is to examine and compare the functioning of the medical tourism system in the world and in Turkey, and to make suggestions to the medical tourism sector in line with the information obtained. When the literature is examined, it is seen that Turkey has important advantages in terms of medical tourism, but it is not yet in the desired position to be reached and cannot earn enough income from the medical tourism cake. For this reason, within the scope of this study, the functioning of the medical tourism system in Turkey and the countries that have made a name in the medical tourism sector have been examined, and information about the institutions that bring patients from abroad and mediate between the patient and the hospital has been presented. In addition, by evaluating the Turkish medical tourism market, suggestions for the development of the market were presented. According to the results of the thesis, it is seen that the intermediary institutions operating in Turkey are insufficient in terms of quantity and quality, and that the treatment services of the hospitals are not offered much with a package program for medical tourists. In addition, the lack of coordination between stakeholders has also been identified in this thesis.
