Özet
Konut, kentsel mekânı oluşturan temel elemanlardan biridir. Bu nedenle konut alanlarının tasarımı ve planlaması farklı disiplinlerin bir arada çalışmasını gerektiren önemli bir konu olarak karşımıza çıkmaktadır. Ayrıca, Türkiye gibi ekonominin inşaat sektörüne dayandığı ülkelerde, konut yatırımları, geliştirilen konut politikalarının önemli bir parçası haline gelmektedir. Bu nedenle, ülkenin ekonomik ve politik süreçlerinden sürekli etkilenen konut sektörü, yaşanan çalkantılı koşullar sonucunda farklı dinamiklerin etkisi altında kalmaktadır. 2000li yıllarda ülkede sıkça yaşanan ekonomik krizler ve tüm dünyayı baskısı altına alan Covid-19 salgını, ülkedeki konut fiyatlarının ve kiralarının son dönemde oldukça yükselmesine neden olmuştur. Bu da konut fiyatları ve kiraları açısından farklılaşan bir kent dokusunun oluşmasına neden olmaktadır. Türkiye'nin başkenti Ankara da, bu anlamda mekânsal olarak oldukça parçalı bir yapıyı göz önüne sermektedir. Kentte konut yatırımları, mekânsal olarak adil dağılım göstermezken, konut satın alacak birey de çalkantılı ekonomik koşullar içerisinde, en karlı yatırımı yapmaya çalışmaktadır. Bu nedenle çalışmada, konut fiyatları, kiraları ve çeşitleri açısından oldukça farklı alt piyasalardan oluşan Ankara'nın, konut yatırımları kiracılar ve ev sahipleri açısından mekânsal olarak incelenmiş ve aynı önem derecesine sahip olmadığı ortaya konmuştur. Çalışmada kentin farklı mahallerinde, farklı konut kullanım biçimine göre yapılan konut yatırımlarının geri dönüş süresinin farklılık gösterdiği sonucuna ulaşılmıştır.

Housing is one of the basic elements that make up the urban form. As the design and planning of residential areas is a significant matter, it requires different disciplines to work together. Moreover, in countries such as Turkey, where the economy is based on the construction sector, housing investments play an important role in the developed housing policies. For this reason, the housing sector is affected by the economic and political processes of the country, and also it is under the influence of different conditions as a result of the unstable economical environment. The economic crises experienced frequently in Turkey during the 2000s, and the Covid-19 pandemic, which put the whole world under pressure, have caused the housing prices and rents in the country to rise dramatically in the recent period. Ankara, the capital city of Turkey, reveals a highly fragmented structure spatially. While housing investments in the city do not show a fair distribution in terms of space, households try to make the most profitable investment against to unstable economic conditions. Due to that fact, in this study, the people who are landlords and tenants in Ankara, which consists of quite different sub-markets in terms of housing prices, rents, and types, have been examined spatially and it has been revealed that they do not have equal importance.
