Özet
Venedik Devleti'nin İstanbul'daki daimi elçisi olan Balyos aynı zamanda İstanbul'da yaşayan Venedik toplumunun da merkezindedir. Bu açıdan görevleri Osmanlı İmparatorluğu nezdinde Venedik'i temsil etmek, Venedik Devleti ve toplumunun çıkarları korumak ve ayrıca Venedik'in Osmanlı Devleti ile sosyal, kültürel ve siyasal ilişkilerini geliştirip dengede tutmaktır. Bu çalışmada yararlanılan birincil kaynak, Balyosların İstanbul'daki görev süreleri tamamlandıktan sonra Venedik'e döndüklerinde hazırlayıp Senato'ya okudukları“Relazione”adı verilen raporlardır. Relazioneler tarihçilere Osmanlı İmparatorluğu'nun politik ve idari yapısı, ordusu, donanması, yönetimdeki güç odakları, Sultan'ın tebası ile ilişkileri, İmparatorluğun diğer Avrupa Devletleri ile ilişkileri gibi konularda detaylı ve nitelikli bilgi sağlarlar. Çalışmada, incelenen dönem içerisindeki Relazionelerin Osmanlı Donanması ile ilgili bölümlerine odaklanılmıştır. Bu sayede Relazione merkezli bir bakış açışıyla belirli bir dönem içerisinde Osmanlı Donanması incelenmiştir.

Bailos, the permanent ambassadors of the Venetian State in Istanbul, are at the center of the Venetian society in the Ottoman Empire. Accordingly, their duties are to represent Venice in the Empire, to protect the interests of the Venetian State and society and to develop and balance the social, cultural and political relations of Venice with the Ottoman Empire. The primary source used in this study is the reports called“Relazione”that Bailos prepared and read to the Senate when they returned to Venice after their term of usually 2-3 years in Istanbul. Relaziones provide historians with detailed and qualified information on the political and administrative structure of the Ottoman Empire, its army, navy, centers of political power in the administration, the relations of the Sultan with his subjects and the relations of the Empire with other European States. The study focuses on the sections of the Relaziones related to the navy to get an understanding of Venetian views on Ottoman navy and shipbuilding during the examined period.
