Tree planting projects offer various ecosystem benefits and services, including climate change mitigation. For similar motives, the Department for Environment, Food & Rural Affairs of the UK opened the England Tree Strategy consultation on 19 June 2020. The aim of this consultation was to achieve carbon emissions neutrality by 2050, intensify green development, recover nature and combat climate change through augmenting tree establishment and woodland cover of the country in urban and forest areas. However, there are many considerations about their absolute costs and benefits. Combining this literature with discourse analysis, this dissertation examines what tree discourses are applied by environmental NGOs, industrial associations and companies, and local authority stakeholders through the case of the England Tree Strategy. It also seeks to explore storylines and discursive coalitions of three stakeholder groups. The argumentative discourse analysis was conducted on 19 responses from environmental NGOs, 25 responses from industry-related organisations and 8 responses from local authorities that were either publicly available or collected from these organisations privately. From these responses, three storylines, namely, valuation of trees, protection of existing trees and (in)sufficiency of the government's tree planting number target, and various discourse coalitions were identified. This study argues that actors promote their priorities and objectives in the responses to affect the direction of the national policy, which results in variations in their approaches towards the same questions. This work also enables us to see what stakeholders have in their agendas, on what issues they are silent, and how critical they are towards the government activities and the policy. Although stakeholders have their own perspectives and aims, an emphasis on climate change is evident in their agendas that have been affected by contemporary issues amidst their attempts to steer the policy according to their interests.
