Özet

Bu araştırmanın amacı Türkiye Bursları kapsamında lisansüstü burs alan öğrencilerin eğitim süreçlerine ilişkin görüşleri belirlemektir. Çalışmada bu amaç doğrultusunda nitel araştırma yöntemi kullanılmış ve olgubilim (fenomoloji) deseni benimsenmiştir. Araştırma verileri araştırmacı tarafından geliştirilen yarı yapılandırılmış görüşme formu ile toplanmıştır. Açık uçlu soruların bulunduğu görüşme formu pandemi sürecinden dolayı Zoom uygulamasında uygulanmıştır. Araştırmaya 25 öğrenci katılmıştır. Görüşmeler ses kaydı alınarak yapılmış, daha sonra öğrencilerin kişisel bilgileri kodlanarak metin dosyası haline getirilmiştir. Elde edilen veriler içerik analizi yöntemi kullanılarak çözümlenmiştir. Araştırmada edilen bulgulara göre Türkiye Bursları hakkında öğrencilerin yarısı arkadaş ve çevreden bilgi edindikleri ifade etmiştir. Ayrıca, öğrencilerin yarısı Türkiye Burslarının sunmuş olduğu program ile olanakların iyi ve memnun kaldıklarını açıklamışlardır. Öğrencilerin çoğunluğu üniversite ve yerleştikleri bölümden memnun kaldıklarını ifade etmişlerdir. Ekonomik, burs desteğinde ise öğrencilerin yarısı memnun olduklarını ifade ederken, diğer yarısı memnun olmadıklarını belirtmişlerdir. Bunun sebebi ise öğrencilerin yarısının dolar yükselişinden kaynaklı; bursun yeterli olmadığını ve her şeyin daha pahalı olduğunu açıklamışlardır. Sosyal kültürel etkinliklerinden öğrencilerin çoğunluğu Türkiye Bursların sağladığı etkinlikler güzel olduğunu, yeterli ve tatmin edici seviyede olduğunu açıklamışlardır. Araştırmaya katılan 25 öğrencinin, üniversite harcı ve sağlık sigortasından memnun oldukları anlaşılmaktadır. Öğrenciler tarafından üniversite harcı ödenmemesi oldukça çok iyi bir olanak, ödeme stresine girmediklerinden, derslerine ve tez çalışmalarında daha rahat bir dönem geçirmelerini anlaşılmaktadır. Türkiye Burslarının sağlık sigorta imkanının sağlanmasında öğrenciler tarafından çok iyi bir olanak olarak değerlendirilmektedir. Bunun sebebi ise öğrencilerin rahatlıkla bir hastaneye başvurabilmeleri, çok fazla para harcamamaları, ameliyat olma durumunda sıkıntı yaşamadıklarından, öğrencilerin hepsinin memnun olduğu anlaşılmaktadır. Barınma ile ilgili elde edilen bulgular incelendiğinde ise öğrencilerin barınma ile ilgili genelin problem yaşamadığı anlaşılmaktadır. Bunun yanı sıra, öğrencilerin Türk öğrencilere birlikte kalmaları, Türkçe dillerini geliştirme konusunda faydalı olacağını vurgulamışlardır. Tek seferlik uçak biletinde ise öğrencilerin çoğunluğunun memnun olduğu, avantajlı bir olanak değerlendirmektedirler. Araştırmada ortaya çıkan sonuca göre öğrencilerin çoğunluğu Türkiye Bursları çağrı merkezi ile iletişime geçtiklerinde olumlu dönüt aldıklarını ve iletişimlerinin iyi ve hızlı olduklarını ifade etmişlerdir. Lisansüstü öğrencilerin en sık yaşadıkları problemler ise şöyle sıralana bilinir: Dil problemi, kişisel algı farklılığından dolayı yanlış anlaşılmalar ve barınma problemidir. Araştırma sonucuna göre öğrencilerin çoğunluğu Türkiye'de almış oldukları eğitiminden memnun kaldıklarını, yeterli bir seviyede olduğunu düşünmektedirler. Ayrıca; kaynak ve hocalar bakımından zengin ve iyi bir seviyede olduğunu belirtmişlerdir. Araştırmaya katılan öğrencilerin çoğunluğu kendi ülkelerini kıyasladığında, Türkiye eğitim sisteminin; Türkçe dilinin ana dil olması, Türkçe yazarların oluşu, okul sistemlerin daha erişebilir kılınması, eğitimin ekonomik oluşu, program ve içerik olarak memnun kaldıkları söylene bilinir. Görüşmeye katılan öğrencilerin çoğunluğunun TÖMER eğitim merkezinin sunmuş olduğu eğitimden memnun kaldıkları, kullanılan kaynakların yeterli olduğunu ve öğretim elamanların da mesleki açıdan kaliteli olduklarını belirtmişlerdir. Bunun yanında, araştırma sonucuna göre öğrencilerin neredeyse tamamı Türkçe dilinin Türkiye Bursları sayesinde yaygınlaştığını düşünmektedirler. Bunun yanında; yardımcı etkenlerinde (Yunus Emre Enstitüleri, Türkçe Eğitim veren kurslar, özel öğretmenden Türkçe dersleri almak ve Türk Dizileri) olduğunu ifade etmişlerdir. Üniversitenin sağladığı olanakları değerlendirildiğinde ise öğrencilerin genelinin (konferans etkinliklerinden, yüzme havuz salonuna gitmekten, yemekhanenin yemeklerini yeterli gördüklerinden memnun kaldıkları anlaşılmaktadır. Ayrıca, kütüphaneye öğrencilerin çoğunluğu tadilattan dolayı gidemediklerini ifade ederken, öğrencilerin az bir farklı kütüphanenin içeriğinden memnun kaldıkları anlaşılmaktadır. Lisansüstü öğrencilere almış oldukları eğitim içeriğinin kaliteli olduğunu, eğitim durumlarından memnun kaldıklarını, eğitim değerlendirilmesinden de memnun kaldıkları anlaşılmaktadır. Öğrenciler tarafından tez çalışma konularını değerlendirildiğinde ise (bilimsel süreç) tez çalışma konularından memnun kaldıkları, akademik Türkçe dilinde zorlandıklarını ve kaynak erişiminin yeterli olduğunu belirtmişlerdir. Lisansüstü öğrencilerin (iletişimsel süreç) çoğunluğu danışmanları ile olan iletişimden memnun kaldıklarını, ayrıca diğer hocalarla ve sınıf arkadaşları ile de iletişimlerinin iyi olduğunu vurgulamışlardır. Öğrenci İşleri, öğrenciler tarafından değerlendirildiğinde ise lisansüstü öğrencilerin memnun kaldıkları anlaşılmaktadır. Öğrencilerin gelecek planları ise şöyledir: ülkelerine dönmek, kendi mesleklerini icra etmek, akademik ilerlemek ve akademisyen veya öğretim görevlisi olmak, kariyer odaklı çalışmak, Avrupa/Kanada/İskandinavya ülkelerinde lisansüstü eğitim almaktır. Uzaktan eğitim için öğrencilerin görüşleri incelendiğinde; araştırmada elde edilen sonuca göre öğrencilerin çoğunluğu uzaktan eğitimi zor olduğunu ifade ederken; öğrencilerin çoğunluğu verimli olmadığını düşünmektedirler. Buna karşın yakın bir oranla öğrencilerin uzaktan eğitimden memnun kaldıkları anlaşılmaktadır. Öğrencilerin vermiş oldukları cevaplar incelendiğinde; öğrencilerin genellikle tez aşamasında olduğundan problem yaşamadıkları ortaya çıkmıştır. Ancak, bazı öğrencilerin kıyaslama yaptıklarında, yüz yüze eğitimi daha verimli buldukları anlaşılmaktadır. Türkiye Bursları pandemi yönetimi incelendiğinde ise; araştırma sonuca göre öğrencilerin yarısından fazlası YTB ve Türkiye Burslarının pandemi sürecini iyi yönettiklerini belirtmişlerdir. Bunun yanında öğrencilerin bazıları barınma ile problem yaşadığını, ülkeye dönme konusunda karmaşıklıklar yaşadıklarını belirtmişlerdir. Görüşmeye katılan öğrencilerin Türkiye Burslarına ve genel görüş ile önerili şöyledir; YTB ve Türkiye Burslarına teşekkürlerini, minnetlerini ayrıca gelişmesi gerektiğini, bunun yanı sıra; Türkiye Burslarının sunduğu programın iyi olduğunu, bu program sayesinde ülkeyi daha kaliteli bir konuma getireceğini düşünmektedirler. Ayrıca, öğrencilerden biri bulunduğu projenin eksiklerinin giderilmesi gerektiğini ifade ederken, bir başka öğrenci uluslararası etkinliklerin daha fazla yapılması ve sıkıntıların bu sayede giderileceğini açıklamıştır. Bunun yanında, öğrenciler Türkiye Burslarının iyi çalışmalar yaptığını, ancak bölümlere göre bir temsilci olması, problemleri çözmede kolaylık sağlayacağını, ilaveten YTB ve hocalar arası bağ kuracak temsilci olması Türkiye Burslarının ve öğrencilerin yararına olacağını inanmaktadırlar. Genel görüşler ve öneriler incelendiğinde ise öğrencilerin çok az bir farkla görüşleri şöyledir; öğrencilerin önerileri ve görüşlerinde yeni bir dil, yeni şeyler keşfetmek, kültürler tanımak, yeni arkadaşlıklar edinmek, tecrübeler kazanmak için Türkiye Burslarının katkı sağladığı büyük bir olanak olarak değerlendirmektedir. Ayrıca, Türkçe dillerini geliştirmek adına Türklerle bir araya gelebilecek ortamların daha fazla olmasını, yurtlarda Türklerle kalmanın daha iyi olacağını, TÖMER eğitimi alıyorken üniversitelerdeki derslere katılıp, Türkçe dillerini daha iyi geliştirmelerine ve kültür şoku etkisini azaltmak adına derslere aktif bir şekilde misafir olarak katılım göstermeleri, yabacı öğrenciler için çok büyük bir avantaj olacaktır. Ayrıca, ikamet işlerinin yabancı öğrenciler için hızlandırılması önemli bir konu iken, iletişim dilinin geliştirilmesi gerektiğini (İngilizce, Rusça, Tatarca, Arapça, vs.) vurgulamıştır. Önerilerin devamında ise üniversitelerde yabancı öğrencilere Türkçe editörler bulunması gerektiğini böylelikle Türkçe yazan öğrencilere faydası olacağını belirtmişlerdir. Son olarak, akademik Türkçe dilinin daha kapsamlı bir şekilde eğitim verilmesi, öğrencilerin yararına olacağını ifade etmiştir.

The aim of this research is to Türkiye scholarship students' graduate scholarship in education on the process of opinions determined. In the study, for this purpose, a qualitative research method was used, and the Volubilis pattern is adopted. Research data was developed by the researcher, and semi-structured interview forms were collected. When the findings are examined on housing, however, it is understood that the general had students about housing problems.
