Özet
Bu çalışmada afetlerde insani yardım faaliyetlerinde görev alan kurum ve kuruluşların, yönetişim ilkelerine uyma düzeyleri, afetzedelerin bu yönetim biçiminden nasıl etkilendiği ve afetlerde insani yardım yönetişimi konusundaki görüş ve önerileri incelenmiştir. Çalışmanın amacı, Türkiye'deki afetlerde insani yardım yönetim sistemi ile ilgili mevcut yapıyı ortaya koyup, afet yöneticisi / uzmanından, saha personelinden ve afetzedelerden elde edilen veriler ve yönetişim ilkeleri ışığında, Türkiye'de afetlerde uygulanabilir bir insani yardım yönetim modelini ortaya koymaktır. Çalışmada karma araştırma (NİTEL + Nicel) yöntemi kullanılmış olup araştırma deseni ve sıralamasında nitel araştırma yöntemlerine öncelik verilmiştir. Nitel araştırmada durum çalışması yöntemi kullanılmıştır ve veri toplamak için 17'si yönetici ve uzman, 12'si saha personeli olmak üzere 29 katılımcıyla yarı yapılandırılmış görüşmeler yapılmıştır. 359 afetzedeye çoklu seçimli anket uygulanmıştır. Görüşmelerden ve anketten elde edilen verilerin çözümlenmesinde çalışma desenindeki sıra takip edilmiş, keşfedici sıralı desene göre önce görüşme verisi MAXQUDA20 analiz programı kullanılarak çözümlenmiş ve raporlanmış, devamında anket verisi çözümlenmiş ve özetlenmiştir. Sonuçlar, afet yönetim süreci bağlamında Türkiye'deki insani yardım kuruluşlarının kurumsal yapı ve kapasitelerinin güçlü olduğunu ancak yönetim ve kooordinasyon yönünden eksikler olduğunu göstermektedir. Katılımcılara göre insani yardım kuruluşlarının yönetişim ilkelerine uyma düzeyleri orta seviyededir. Çalışmada yönetişimin güçlendirilmesine ilişkin yönetici, uzman önerilerine başvurulmuştur. Anket sonuçları afetzedelerin yönetim süreçlerine katılımının yetersiz olduğunu ve afetzedelerin insani yardımları, yönetişim açısından yeterli görmediğini göstermektedir. Çalışmanın sonunda, afetlerde insani yardım yönetim modelinin iyileştirilmesi için araştırma verileri ve yönetişim ilkeleri ışığında belirlenen önerilere yer verilmiştir. Sonuç olarak bu çalışmanın afetlerde insani yardım yönetim sisteminin gelişmesine ve bu alanda yapılacak akademik çalışmalara katkı sunması beklenmektedir.

The level of compliance of the institutions and organizations involved in humanitarian aid activities in disasters with the principles of governance, and how the disaster victims are affected by this form of management were examined together with their views and suggestions on humanitarian aid governance in disasters within the scope of the study. The study aims to reveal the current structure of the humanitarian aid management system in disasters in Turkey and also present an applicable humanitarian aid management model for disasters in Turkey in the light of the data obtained from the disaster manager / expert, field personnel and disaster victims, and governance principles. The mixed research method, which is a mixture of qualitative and quantitative methods, was used in the study whereas qualitative research methods were given priority in the research design and ranking. The case study method was used in the qualitative research, and a set of semi-structured interviews were conducted with 29 participants, 17 of whom were managers and experts, and 12 of whom were field personnel in order to collect the required data. A multiple choice questionnaire was applied to 359 disaster victims. The required order in the study design was followed in the analysis process of the data gathered via the interviews and the questionnaire. Firstly, the interview data was analyzed and reported using the MAXQUDA20 analysis program, then the questionnaire data was analyzed and summarized according to the exploratory sequential design. The results show that the institutional structure and capacities of humanitarian organizations in Turkey are prospering in the context of the disaster management process whereas some deficiencies have been determined in terms of management and coordination. According to the participants, humanitarian aid organizations' level of compliance with the governance principles is moderate Some managers' and experts' suggestions on strengthening governance were also included in the study. The results of the survey show that the participation of the disaster survivors in the management processes is insufficient and the disaster survivors do not see humanitarian aid as sufficient in terms of governance. Lastly, a set of suggestions, which are determined in the light of research data and governance principles for the improvement of the humanitarian aid management model in disasters, are presented at the end of the study. As a result, this study is expected to contribute to the development of the humanitarian aid management system in disasters and to academic studies in this field.
