Özet
Osmanlı Devleti'nde II. Mahmud dönemi ve sonrasında Tanzimat Fermanı ile merkezi idareyi güçlendirmek için birçok düzenleme yapılmaya çalışılmıştır. Merkezi sistem esasına bağlı olarak da adli, mülki ve askeri yenilikler yapılmıştır. 19. Yüzyıldan itibaren görevli memur sayısında önemli artış meydana gelmiş olup bu memurların kayıtları Sicill-i Ahvâl defterlerinde toplanmıştır. Bu tercüme-i haller II. Abdülhamid döneminde Dâhiliye Nezaretinin ilgili birimlerinde yer almıştır. Bu çalışmada Birecik doğmuş olan memurların doğum yılları, hangi dilleri bildiği, aldığı dersler, almış olduğu maaş ve istihdam olunduğu görevler yer almaktadır. Bu evraklar biyografi özelliği taşıması yönünden dönemin memurları hakkında önemli ipuçları vermektedir.

In the Ottoman Empire, lots of regulaton were tried to be made in order to strong then the central administration with the Edict of Tanzimat during and after the II. Mahmud period. On the basis of the central system; judicial, civil and military innovations were made. There had been a significant increase in the number of civil servants since the 19th century, and the records of these civil servants has been collected in the Sicill-i Ahval registers. These registrations were established under the Ministry of Interior during the reign of II. Abdülhamid. In this study, it has been included the civil servants born in Birecik; in which they were born, the languages they knew, the courses they took, the salary they received and the duties they were employed in. These documents give important clues about the civil servants of the period in terms of having a biography feature.
