The media landscape has rapidly changed and transformed with the help of technological advancements. Internet-based new media phenomena have emerged, and the viewing habits of audiences have changed in line with the converged media environment. These rapid changes have brought regulatory challenges for states and regulators. To cope with regulatory challenges regarding content regulation, protection of minors, and the disparity between local and global media services, governments have applied to set new rules aimed at internet-based media services. Turkey and the United Kingdom have experienced the above process in the context of regulation of digital platforms. Two countries have started to prepare and implement new regulations relating to subscription video-on-demand (SVOD) services and social media platforms. Although the process is the same, the two countries' regulatory approaches, practices, and enforcement may differ. Turkey has maintained state-led regulation of new media phenomena and applied Audiovisual Broadcasting Law to SVOD services. On the other hand, while the UK has adopted self- and co-regulation regarding internet-based media services until recently, today, the British government has attempted to intervene in the Internet space with new regulations, namely Online Safety Bill and Media Bill. The motivations and justifications for internet-based media regulations of both countries overlap with the issue of protecting children. However, Turkey's content-oriented nature sets it apart from the competition-oriented UK. This dissertation uses qualitative content analysis to identify the regulatory similarities and differences between Turkey and the UK.
