The People's Republic of China has long been in the international spotlight for its controversial domestic policies. This research covers the Chinese administrative detention system called Reeducation through Labour and offers an analysis that involves the political, legal and criminological perspectives. In what way a coercive measure such as the policy of Reeducation through Labour serves as a means of control and governance in the PRC? Administrative detention is a contested subject, and the Chinese case requires a deeper understanding of the state and society. The aim of this research is to provide an understanding of the operation and purpose of Reeducation through Labour system that reflects the characteristics of the Chinese state. This research finds that the Chinese state not only does not fit into the modern theories of state but also utilizes crime and punishment for political as well as economic goals. Additionally, this has allowed us to analyse convict labour and the problems related to labour in a comparison of the US Prison Industrial Complex and Reeducation through Labour.
