Özet
Yerel kalkınma yörelere ait potansiyellerin belirlenerek harekete geçirilmesini sağlayan, ekonomik, sosyal, kültürel ve teknolojik yapısını geliştirmeye ve iyileştirmeye yönelik süreçleri içerir. Kalkınmayı etkileyen unsurlardan biri olan teknolojideki gelişmeler ve yenilikçi yaklaşımlar, Araştırma ve Geliştirme (Ar-Ge) faaliyetlerinin yürütülmesi amacıyla kurulan teknokentleri önemli bir aktör haline getirmiştir. Teknokentler, Ar-Ge ve yenilikçi çalışmalar ile bilginin ürün veya hizmete dönüştürülerek ticarileştirilmesini amaçlayan teknoloji geliştirme merkezleridir. Bu doğrultuda, dünyada ve ülkemizde teknokentlerin yerel ve bölgesel kalkınmaya olan etkilerini incelemek üzere çeşitli çalışmalar yapılmıştır. Bu araştırmanın temel amacı bir üniversite veya araştırma kurumunun öncülüğünde üretilen bilgi ve teknolojinin ticarileştirilmesini sağlamak üzere kurulan teknokentlerin, yerel kalkınma açısından taşıdığı önemi ve rolü Malatya Teknokent örneği üzerinden incelemektir. Bu amaç doğrultusunda kuramsal çerçeveye göre yazın taraması yapılmış ve çalışmanın teorik yönü oluşturulmuştur. Araştırmanın kuramsal çerçevesine göre teknokentlerin yapısı, görevleri ve faydaları ele alınarak Malatya Teknokent'in kuruluş süreci, kurumsal yapısı ve içerisinde yer alan firmalara ilişkin bilgiler detaylı olarak incelenmiştir. Alan araştırmasında Malatya Teknokent'in yerel kalkınmada etkisini belirlemek için teknokent bünyesinde yer alan firma sahiplerine yönelik anket uygulaması yapılmıştır. Yapılan yazın taraması ve alan araştırması sonucunda elde edilen veriler analiz edilerek araştırma soruları kapsamında bulgular ve öneriler geliştirilmiştir. Araştırma sonucunda Malatya Teknokent'in Malatya iline yönelik sosyal, kültürel ve ekonomik kalkınmasında katkıları tespit edilmiş ve bu katkıların artırılmasına yönelik çeşitli önerilerde bulunulmuştur.

Local development includes processes aimed at developing and improving the economic, social, cultural, and technological structure that enables the determination and activation of the potential of the regions. Developments in technology and innovative approaches, which are one of the factors affecting development, have made technoparks established for the purpose of conducting Research and Development (R&D) activities an important actor. Technocities are technology development centers that aim to commercialize information by turning it into a product or service through R&D and innovative studies. In this context, various studies have been carried out to examine the effects of technocities on local and regional development in the world and in our country. The main purpose of this study is to examine the importance and role of technocities, which were established to commercialize the information and technology produced under the leadership of a university or research institution, in terms of local development through the case of Malatya Technopark. For this purpose, a literature review was made according to the theoretical framework and the theoretical aspect of the study was formed. According to the theoretical framework of this study, the structure, duties, and benefits of techno cities were discussed and information about the establishment process, institutional structure, and companies in Malatya Technopark were examined in detail. In the field research, a questionnaire was applied to the owners of the companies within the technopark to determine the effect of Malatya Technopark on local development. Findings and suggestions were developed within the scope of the research questions by analyzing the obtained data and literatüre review. As a result of the research, the contributions of Malatya Technopark to the social, cultural, and economic development of Malatya province were determined and various suggestions were made to increase these contributions.
